Method of assessing and determining the PAR Index
The subjects of the Provincial PAR Index assessment include: 16/16 departments, branches and sectors under the Provincial People's Committee and the Industrial Park Management Board; district level includes 7/7 districts, towns and cities; commune level includes 64/64 communes, wards and towns.
Accordingly, the PAR Index of provincial departments, branches and sectors is determined based on 7 fields, 37 criteria and 66 component criteria. The PAR Index at district level is determined based on 7 fields, 35 criteria, 68 component criteria and 6 criteria to assess the impact of PAR on socio-economic development for districts, towns and cities.
The evaluation and scoring of criteria and component criteria to determine the PAR Index is in the direction of provincial departments, branches, and sectors, People's Committees of districts, towns, and cities self-evaluating and scoring the results of performing administrative reform tasks in the fields corresponding to the criteria and component criteria according to the scoring scale specified in the PAR Index of each level.
The support unit for the Appraisal Team conducts the appraisal of the self-assessment score results and reviews the verification documents of the departments, branches, sectors, and People's Committees of districts, towns, and cities. At the same time, synthesizes the results that have been reviewed through the appraisal team to monitor and evaluate the PAR Index, recognize, or adjust the results through actual monitoring in each professional field and verification documents.
The survey of provincial departments, branches and sectors is 26/100, with the number of assessment criteria through the survey being 21 criteria. The survey was conducted with 5 groups of subjects: leaders of specialized departments and sectors under provincial departments, branches and sectors; leaders of district-level People's Committees; leaders of specialized departments and sectors under district-level People's Committees; people and enterprises. The assessment score through the district-level survey is 22/100, the number of assessment criteria through the survey is 19, with 4 groups of subjects: leaders of specialized departments and sectors at district level; leaders of commune-level People's Committees; people and enterprises. The total score through the survey and the self-assessment score of the agencies and units recognized by the appraisal team is the achieved score. The PAR Index is determined by the percentage between the total achieved score and the maximum total score of 100 points.
Three groups of PAR indexes
The departments and branches assigned by the Provincial People's Committee to preside over the implementation of administrative reform tasks, the establishment of appraisal teams and support units to review and appraise the self-assessment and scoring results of the provincial departments, branches, People's Committees of districts, towns, cities and the province to ensure accuracy, objectivity, fairness and compliance with regulations.
The 2022 PAR Index of provincial departments, branches, sectors, People's Committees of districts, towns and cities is divided into 3 groups of points. The very good group has 6 departments achieving the PAR Index from over 90% to under 100% including the Department of Industry and Trade, Department of Labor, Invalids and Social Affairs, Department of Culture, Sports and Tourism (now the Department of Culture, Sports and Tourism and the Department of Information and Communications), Department of Transport, Department of Home Affairs, Department of Finance.
The good group has 8 departments, branches, sectors and 5 district-level units achieving the PAR Index from 80% to below 90%, including: Department of Justice, Department of Health, Department of Construction, Department of Agriculture and Rural Development, Department of Natural Resources and Environment, Department of Planning and Investment, Ethnic Minorities and Religions Committee, Provincial Inspectorate, Phuoc Long District, Dong Hai District, Hong Dan District, Bac Lieu City, Hoa Binh District. The good group has 3 departments, branches, sectors and 2 district-level units achieving the PAR Index from 65% to below 80%, including: Industrial Park Management Board, Provincial People's Committee Office, Department of Education, Science and Technology (now Department of Education and Training and Department of Science and Technology), Vinh Loi District, Gia Rai Town.
The above results show that the determination of the 2022 PAR Index of provincial departments, branches, and People's Committees of districts, towns, and cities has shown that the implementation of PAR in general of each agency and unit has many positive changes, and the index gap between agencies and units has been significantly shortened.
