Previously, reporting on this situation, Ho Chi Minh City Police said that recently there have been continuous traffic jams and backlogs of goods at Cat Lai port and Phu Huu port, affecting people's travel.
Specifically, from August 29 to September 9, there were 4 long traffic jams. One jam lasted over 5 hours, causing vehicles to line up for kilometers around Cat Lai port area.
According to Ho Chi Minh City Police, the cause of the continuous and prolonged traffic jams is due to traffic conflicts and the roads leading to the port being seriously overloaded.
Specifically, Cat Lai port is located on Nguyen Thi Dinh street (in Cat Lai ward and Thanh My Loi ward, Thu Duc city, Ho Chi Minh city) which is where more than 70% of the country's import and export containers are concentrated. The number of container trucks entering and leaving the port is too large (an average of about 22,000 trucks/day and night; there are times when the traffic volume increases very high), causing Nguyen Thi Dinh street to be seriously overloaded.
In addition, from the beginning of August 2023 to present, Truong Tho port cluster (including Phuoc Long ICD 3 port, Tay Nam port, Transimex port, Sotrans, Phuc Long, in Truong Tho ward, Thu Duc city) has limited operations, the amount of goods and vehicles transferred to Cat Lai port has increased dramatically, affecting the traffic order and safety situation in Cat Lai port area.
On the other hand, because customs clearance goods must have a weight certificate, many vehicles enter Quoc Thinh weighing station, causing traffic conflicts at the station's entrance and exit area with Nguyen Thi Dinh street, affecting the flow of vehicles entering and exiting Cat Lai port.
When there is congestion at the weighing station, the traffic police do not allow vehicles to change direction into the weighing station, so the drivers move very slowly, causing congestion behind.
Ho Chi Minh City Police also said that between 0:00 and 6:00 the next morning, the port's customs clearance capacity is slower due to a reduction in the number of customs clearance gates and a reduction in the number of staff performing procedures.
Faced with the above traffic congestion situation, the City Police proposed that the leaders of Ho Chi Minh City direct the Department of Transport to study and implement solutions to limit traffic congestion at Cat Lai port area.
Establishing a “green wave” to reduce congestion in Cat Lai port area
In response to the proposal of the City Police, recently, Vice Chairman of the Ho Chi Minh City People's Committee Bui Xuan Cuong issued urgent instructions to resolve the continuous traffic congestion around Cat Lai port area.
Accordingly, the Vice Chairman of Ho Chi Minh City assigned the Department of Transport to preside over and coordinate with Thu Duc City, the Management Board of Investment and Construction Projects of Traffic Works and relevant agencies and units to urgently implement measures to resolve traffic congestion and backlog of goods at Cat Lai port and Phu Huu port.
Following the direction of the Vice Chairman of the Ho Chi Minh City People's Committee, the Director of the Department of Transport held an urgent meeting of the Inter-sectoral Working Group to discuss solutions to ensure traffic order and safety around Cat Lai port area.
At the meeting, the Department of Transport informed that relevant units are implementing procedures to prepare for investment in the Cat Lai - Phu Huu inter-port road; adjusting the investment policy for Nguyen Duy Trinh and Nguyen Thi Dinh roads.
In particular, the Department of Transport requested the Project Management Board for investment and construction of traffic works to speed up the construction progress of key projects such as An Phu intersection, My Thuy intersection, and Dong Van Cong road expansion.
In addition, the Interdisciplinary Team also proposed a solution to develop a plan to arrange emergency lanes for rescue on qualified routes.
Review the points of opening median strips on Nguyen Thi Dinh Street (from My Thuy roundabout to Cat Lai ferry) to propose appropriate adjustment plans.
The interdisciplinary team also proposed establishing a “green wave” on Nguyen Thi Dinh Street (from My Thuy roundabout to Gate A of Tan Cang Cat Lai Port) to help vehicles move as quickly as possible, resolving traffic congestion during rush hour.
The interdisciplinary team also said that cameras will be installed at the intersection in front of Quoc Thinh weighing station so that traffic police can handle violations at this intersection.
Set up high-altitude surveillance camera positions to observe a wide area around the port's entrance and exit routes.
Regarding the operation of weighing stations affecting traffic, the Interdisciplinary Team requested Thu Duc City to review the legality of the operation of Quoc Thinh weighing station and Minh Viet weighing station to have appropriate handling plans according to regulations.
