On March 7, the Ministry of Home Affairs said it had received a petition from voters of Ha Tinh province sent by the National Assembly's Petition Committee, requesting amendments to Decree No. 140/2017 of the Government on policies to attract and create a source of cadres from excellent university graduates and young scientists.

Voters suggested adjusting or not specifying excellent training results for university graduates because the number of excellent university graduates with excellent training results is very small. For excellent university graduates abroad, it is very difficult to determine training results.
In addition, Ha Tinh voters said that it is necessary to adjust the application procedure because if only collecting application forms and not collecting documents to consider the study and research results (if any) of the candidates is not appropriate.
In a written response to voters, the Ministry of Home Affairs said that in December 2017, the Government issued Decree 140/2017, ensuring the principle of closely following the policies stipulated in Conclusion No. 86/2014 of the Politburo, not contrary to the provisions of law and under the authority of the Government.
Many central and local agencies have issued documents regulating and recruiting excellent graduates and young scientists.
"The summary of implementation results shows that the policy in Decree No. 140/2017 has been effective and has received attention for implementation. The number of agencies and localities issuing recruitment plans according to Decree 140 will increase in 2023. Many excellent graduates and young scientists have learned about, registered for and been recruited," said the Ministry of Home Affairs.
According to the Ministry of Home Affairs, excellent graduates and young scientists after being recruited are all energetic, enthusiastic, and dedicated to their work; always comply with all assignments and instructions from the unit's leaders and are evaluated as having completed their tasks excellently and well.
From 2018 to January 2024, according to statistics from the Ministry of Home Affairs, there were 739 candidate applications registered for recruitment according to the policy prescribed in Decree No. 140/2017. Of which, 581 applications met the standards, 158 applications did not meet the standards.
The selection results show that 389 excellent graduates and young scientists were attracted and recruited to work in agencies and organizations (in 2022-2023, an increase compared to previous years) and were all highly appreciated for their professional qualifications, skills, ability to apply knowledge in their assigned fields, and development prospects...

However, the Ministry of Home Affairs admitted that Decree 140/2017 has revealed certain limitations such as determining the training results of excellent graduates abroad, regulations on collecting application forms, etc. as proposed by voters in Ha Tinh.
The Ministry of Home Affairs has coordinated with the Ministry of Education and Training and relevant ministries and branches to promptly issue guidance documents and respond to localities to effectively implement the policy, contributing to improving the quality of cadres, civil servants and public employees.
The Ministry will continue to coordinate with relevant agencies to evaluate and review reports to the Government and the Prime Minister to consider amending and supplementing Decree No. 140/2017 to suit reality.
