The above request was made by the Ministry of Education and Training in the context that some localities announced the 10th grade enrollment plan for the 2024-2025 school year, applying the form of adding priority points and directly admitting candidates with international English certificates - IELTS from 4.0 or higher.
Accordingly, the Ministry requested the People's Committees of provinces and cities to properly implement the regulations on secondary and high school enrollment issued in 2019.
"Provinces that have approved plans and methods for 10th grade high school admission that are not in accordance with regulations on direct admission and preferential policies must make adjustments and make public announcements," the Ministry of Education and Training's official dispatch stated. The Ministry will inspect and examine 10th grade admissions in some localities.

According to the regulations on admission to junior high and high schools, candidates are admitted directly to public grade 10 if they belong to one of four groups: studying at a boarding school for ethnic minorities; being from a very small ethnic group; being disabled; or winning national or international awards in culture, arts, sports, science and technology.
If the candidate is a child of a martyr, a war invalid, a sick soldier, a person infected with toxic chemicals, a labor hero, a member of the armed forces, living and studying in an area with difficult socio-economic conditions, the candidate will receive bonus points, the score level is determined by the locality.
Candidates with provincial or city-level excellent student awards or international language certificates do not receive any preferential treatment. However, in the past 5 years, many localities have added 1-2 preferential points, exempted from exams, and directly admitted candidates with IELTS 4.0 or higher or with provincial-level excellent student awards.
Previously, Tuyen Quang announced direct admission for students with IELTS scores of 5.0 or higher. For candidates applying for the English specialized class of the Specialized High School, the direct admission requirement is IELTS 7.0 or higher. Candidates with scores of 6.0-6.5 will only receive 1-2 points. This locality organizes 3 exams including: Math, Literature, Foreign Language to enroll in grade 10.
Lao Cai also announced exemption from the exam and 10 points for English subject in public grade 10 for candidates with IELTS from 4.0 or higher. If registering for specialized classes and achieving IELTS 5.5-6.5, candidates can convert their certificate points to specialized subject points according to the formula: IELTS score * 10/7. If achieving IELTS 7.0 or higher, they will be awarded 10 specialized points.
Quang Tri stipulates that if a candidate achieves 4.0 IELTS or higher, they will be converted to 9 points for this subject in the entrance exam to public grade 10, applicable to both specialized and non-specialized schools. The conversion threshold for 4.5 and 5.0 IELTS is 9.5 and 10 points.

One of the pioneering localities in the issue of adding IELTS points to grade 10 admission is Nghe An province. From 2021, Nghe An will directly admit students with IELTS scores of 6.0 to public high schools with intensive English classes and 7.0 or higher to Phan Boi Chau High School for the Gifted. This is said to be aimed at promoting the foreign language skills of local students.
Similarly, last year, Phu Tho province also announced priority for direct admission for students with IELTS scores of 6.5 or higher. In addition to localities with direct admission policies, some other localities such as Quang Tri, Vinh Long, Lao Cai, Binh Duong, etc. also give priority points or exempt the English subject in the 10th grade entrance exam. Instead, candidates will have their Foreign Language scores converted.
According to Deputy Director of the Department of Education and Training of Quang Tri Province Mai Huy Phuong, Quang Tri Province's exemption from the English exam and conversion of scores for candidates with IELTS scores is appropriate. Not only IELTS, the Department of Education and Training will also advise on exemption from the exam and conversion of scores for other certificates that confirm students' foreign language proficiency if students have a need.
“In fact, Quang Tri is one of the localities where the number of students studying foreign languages is not high, and the high school graduation exam scores in foreign languages are still low, so the above policy is not outside the goal of creating motivation to promote the learning movement for students in schools.
On the other hand, when students have proven their ability in exams and obtained certificates such as IELTS, the exemption from the Foreign Language exam in the 10th grade entrance exam also aims to reduce unnecessary exam pressure for them," said Mr. Phuong.
