Suburban schools worry about foreign language quality
This year, the Hanoi Department of Education and Training chose English as the third subject in the 10th grade public high school entrance exam. Parents in the city's central districts breathed a sigh of relief. Mr. Tran Van Tung (Hoang Mai, Hanoi) shared that this year is the first year of 10th grade admission according to the 2018 general education program, and his family was quite worried. When he learned that the third subject was English, Mr. Tung felt the burden was somewhat reduced because this was a subject that his family and his child had decided in advance. According to Mr. Tung, his child studied all subjects equally, so when he learned that this year there would be no multiplication of the coefficients for Math and Literature, his family felt more secure.
However, in suburban areas, English is an obstacle. The principal of a junior high school in Hoai Duc district said that this year, the school has 200 junior high school graduates, many of whom are oriented by their parents to study a trade after graduation. Therefore, the school has difficulty implementing a study plan in a class with many stratifications. Students who choose to study a trade are not interested in studying, combined with the implementation of Circular 29 on extra teaching and learning, which only includes one session per day, greatly affecting students who choose to take the 10th grade high school exam. This principal said that the third exam subject, a foreign language, is really difficult for suburban schools. The results of a recent survey of English showed that less than 30% of 9th graders achieved average or higher scores. Meanwhile, the new regulation allowing free remedial teaching for students 2 periods/subject/week is not enough to make up for weak knowledge of students. The school is struggling to find solutions to both adapt to Circular 29, improve training quality, and manage students.

The principal of a secondary school in Hoang Mai district shared that although it is considered an inner-city district, the English proficiency of students cannot be compared to that of the core districts of Hanoi. The school is looking for solutions to improve the standards for students. He said that in previous years, the school implemented “period 0” (periods taking place before the morning or after the afternoon) to support students with knowledge of subjects for the 10th grade entrance exam.
This class is free but it is not easy to implement this year because parents rely on Circular 29, there is no reason to mobilize students to go to school before the official school hours. "This year's 9th grade students have many special characteristics due to a series of new adjustment policies such as Circular 29, the Literature test materials are not included in the textbooks, the two subjects Literature and Math do not have coefficients. To maintain the same training quality as every year is not easy for each school", the principal worried.
Find ways to support students
A junior high school teacher in Hai Ba Trung district (Hanoi) said that teachers are willing to teach free of charge to senior students during this urgent time. According to students in their fourth year, this is an important time so no one can bear to cancel just because they do not collect money. According to Circular 29, senior students are eligible for extra classes, but only limited to 2 periods/subject/week. Schools do not dare to be "creative" in organizing review sessions for students, for fear of violating the law.
In the 2025-2026 school year, the Hanoi Department of Education and Training will organize the 10th grade entrance exam with 3 exams: Math, Literature, Foreign Language. The exam will take place from June 7-8. Of which, Math has a test time of 120 minutes, Literature 120 minutes. For Foreign Language, candidates register to take one of the following languages: English, French, German, Japanese, Korean (can register to take a foreign language other than the foreign language being studied at secondary school). The Foreign Language exam is in the form of objective multiple choice, with a test time of 60 minutes.
This teacher also said that during recess, there were still groups of students who came to the school council room to find the teacher because they wanted to take extra lessons with her. As usual, she could sit with them to guide them and give them assignments and correct them. But now she could not do that because she was afraid of being accused of illegal tutoring.
Mr. Luu Van Thong, Principal of Dich Vong Secondary School (Cau Giay District, Hanoi) said that the school is implementing many solutions to support 9th grade students. Specifically, in the first 15 minutes of review, teachers of some subjects such as math, literature, and English take turns going into the classroom to review lessons with students. This was previously applied, but now in the context of changes in extra teaching, teachers pay more attention to the 15 minutes of review to support and answer students' difficult questions and parts of the lesson content that they are not sure about.
In order for senior students to have enough knowledge to take the 10th grade entrance exam, Ms. Nguyen Thi Thu Ha, Principal of Trung Vuong Secondary School (Hoan Kiem District), said that recently, the school has implemented the "period 0" model with the participation of many teachers. The teaching time for "period 0" is from 6:30 to 7:30 every day. This activity is completely free and based on the voluntary participation of teachers and students. Before that, the school informed students and parents about these classes so that they could know and voluntarily register. The number of students participating is quite large, studying hard to get the highest exam results.
Before organizing “period 0”, the school conducts a survey to classify students. For students whose academic performance needs attention, subject teachers will set up free classes on a voluntary basis. The school still maintains the teaching plan according to regulations, ensuring adequate content of the subject program. Trung Vuong Secondary School is focusing on prioritizing the development of a 2-session/day study plan for 9th grade students after Circular 29 takes effect. “Period 0” helps the school have a basis for advising and guiding students in choosing schools.
