On the morning of February 28, in Hanoi, Minister of Labor, War Invalids and Social Affairs (MOLISA) Dao Ngoc Dung; Minister of Education and Training (MOET) Nguyen Kim Son and Minister of Health Dao Hong Lan chaired the Conference on handover and acceptance of State management functions in a number of labor, meritorious people and social areas. In particular, the State management function on vocational education was transferred from the MOLISA to the MOE.

Implementing the requirements and tasks according to the Plan of the Steering Committee on summarizing the implementation of Resolution No. 18-NQ/TW on the orientation of arranging and streamlining the Government's organizational apparatus, Minister of Labor, Invalids and Social Affairs Dao Ngoc Dung, Minister of Education and Training Nguyen Kim Son and Minister of Health Dao Hong Lan agreed to sign the minutes of handover and acceptance of a number of units under and directly under the Ministry of Labor, Invalids and Social Affairs to the Ministry of Education and Training and the Ministry of Health according to the Project approved by competent authorities.
Accordingly, the Ministry of Labor, Invalids and Social Affairs transfers the state management function of vocational education to the Ministry of Education and Training to receive and organize implementation in accordance with current laws.
The units to be handed over include: Units operating under Decree No. 62/2022/ND-CP dated September 12, 2022 of the Government stipulating the functions, tasks, powers and organizational structure of the Ministry of Labor, Invalids and Social Affairs: General Department of Vocational Education (including the Institute of Vocational Education Science as a affiliated public service unit).
Units under the Prime Minister's decision-making authority: Nam Dinh University of Technical Education, Vinh University of Technical Education, Vinh Long University of Technical Education.
Minister Dao Ngoc Dung, Minister Nguyen Kim Son and Minister Dao Hong Lan signed the handover and acceptance minutes.
14 units under the decision-making authority of the Minister of Labor, Invalids and Social Affairs: College of Engineering and Technology, Dung Quat College of Technology, College of Technology II, College of Construction No. 1, Ho Chi Minh City College of Construction, Nam Dinh College of Construction, College of Urban Construction, Vietnam-Soviet Vocational College No. 1, Lilama II International College of Technology, College of Construction Mechanics, College of Construction and Technology - Society, Hanoi College of Technology - Vocational, Secondary Vocational School of Construction Mechanics, Vocational Education Equipment Company Limited.
Leaders of the Ministry of Labor, Invalids and Social Affairs and the Ministry of Education and Training coordinate and direct the implementation of work contents related to the handover and reception work to ensure compliance with legal regulations; ensure conditions for units after the handover to continue to operate stably; pay attention to the rights and legitimate interests of civil servants, public employees and employees of units after the handover.
