On the afternoon of February 19, Minister Nguyen Kim Son chaired a meeting on preparations for the 2025 High School Graduation Exam. Attending were Deputy Minister Pham Ngoc Thuong and representatives of leaders of units under the Ministry of Education and Training (MOET).

Preparations are made early and remotely.
Reporting at the meeting, Director of the Department of Quality Management Huynh Van Chuong informed about the basic differences between the organization model of the 2025 High School Graduation Exam and the 2024 Exam as well as the progress of preparation for the Exam up to now.
Accordingly, with the importance of the first High School Graduation Exam implemented under the 2018 General Education Program, the preparation work for the Exam has been carried out early and remotely by the Ministry of Education and Training. Up to this point, the system of guiding documents and instructions has basically been issued.
To ensure the work of creating exam questions and building a question bank for the High School Graduation Exam from 2025 in an open direction, promoting collective intelligence of the whole industry, and at the same time being consistent with the method of one program with many textbooks, the Department of Quality Management has organized training sessions for teachers nationwide. As a result, teachers have become familiar with the form of competency assessment in accordance with the 2018 General Education Program.
In October 2024, the Ministry of Education and Training announced 18 reference questions, ensuring compliance with the regulations on the structure and format of the High School Graduation Exam from 2025 issued by the Ministry of Education and Training; at the same time, closely following the 2018 General Education Program, focusing mainly on grade 12, to help teachers proactively teach and review right from the beginning of the school year. Compared to previous years, this year's reference questions were announced 5 months earlier.
Technology, engineering, and support software systems are all deployed according to schedule, ensuring timely organization of the 2025 High School Graduation Exam.
On the local side, up to now, most localities have issued Directives or documents directing the education sector to implement the tasks of the 2025 High School Graduation Exam after the Prime Minister's Directive and the Ministry of Education and Training's High School Graduation Exam Regulations.
Localities have also allowed 12th grade students to register for the first trial exam of subjects expected to be selected for the high school graduation exam (in addition to the two compulsory subjects of Math and Literature) and organized study and trial exams according to the exam format announced by the Ministry of Education and Training.
In the coming time, the Ministry of Education and Training will issue an official dispatch guiding the organization of the exam (expected in early March 2025); complete the exam organization software systems and test them on a large scale, check and evaluate security and safety before putting them into use; continue to train teachers to develop exam questions; continue to organize conferences and training seminars so that localities can clearly understand the model, how to organize the exam, the structure and format of the exam, exam time, exam schedule, etc.
Localities decentralize and delegate authority clearly and fully, and take full responsibility for the local exam. At the same time, develop plans and fully prepare human and material resources. Focus on organizing teaching and assessment closely following the exam program and content, and organize mock exams so that teachers and students can get acquainted with the exam organization method.
Must ensure safety and quality for the 2025 High School Graduation Exam
At the meeting, leaders of the units informed about the coordination work and implementation of tasks to prepare for the 2025 High School Graduation Exam. Advantages, difficulties, proposed methods and solutions to organize the Exam to ensure the requirements were also discussed.
Noting the general spirit that regardless of whether the Exam is conducted in the new or old way, there is no subjectivity, Deputy Minister of Education and Training Pham Ngoc Thuong has made specific comments on the advantages and challenges in organizing the 2025 Exam and requested relevant units under the Ministry to forecast in advance the issues that may arise to minimize difficulties, while increasing support and guidance for localities.
Concluding the meeting, Minister Nguyen Kim Son highly appreciated the proactiveness in preparing for the 2025 High School Graduation Exam in all stages, especially in preparing the exam model, exam organization method, exam preparation, etc. According to the Minister, the preparations for the 2025 Exam were more proactive than in previous years in all stages, showing awareness of the importance of the 2025 exam season.
With the requirement to anticipate all problems and see all challenges to prepare with caution, the Minister requested units to focus on doing well some stages in organizing the 2025 High School Graduation Exam such as setting questions, training, inspection, communication, etc.
With the first Exam conducted in the spirit of innovation, the Minister paid special attention to the rehearsal stage to gain experience. "The goal of ensuring quality and having a safe exam has not changed", emphasizing this direction, the Minister also mentioned the requirement to increase decentralization, streamlining and responsibility of localities in organizing the Exam.
For the first time, the Prime Minister issued a Directive on exams from the beginning of the school year. The Ministry of Education and Training has advised the Prime Minister to issue Directive No. 37/CT-TTg dated October 7, 2024 on strengthening the direction, coordination, and organization of the High School Graduation Exam and university and vocational education admissions in 2025. This is the first time the Prime Minister has issued a Directive on exams right from the beginning of the school year. In addition, the Ministry of Education and Training also issued the Plan to organize the Exam and Regulations for the High School Graduation Exam from 2025, 4 months earlier than previous years. |
