Anh Tuan Company's project in District 7 requests to pay land use fees
Accordingly, in report No. 4290 sent to the Ho Chi Minh City Department of Construction on the progress of resolving legal problems related to 148 housing projects in the city, the Ho Chi Minh City Department of Natural Resources and Environment has the largest number of recommendations to resolve difficulties, with 101 recommendations related to 96 projects. To date, the Ho Chi Minh City Department of Natural Resources and Environment has completely resolved 10 recommendations, 73 recommendations are under consideration, 7 files of recommendations for temporary suspension of resolution, 2 recommendations that are not in accordance with current law and 2 recommendations that are not under the responsibility of the department.
10 recommendations were resolved including: Allocating additional land to Saigon 9 Real Estate Company at the Park IX office building project (Tan Binh district); extending the land lease term for Keppelland Group for the Saigon Centre project (District 1); resolving the transfer of agricultural land use rights of Le Thanh Company for a social housing project. Resolved the proposal to change the land use purpose of Emico Saigon Company Limited at the project area C - Quan Tre radio broadcasting station housing area (District 12). At the same time, approved for Dong Nam Textile Joint Stock Company to change the land use purpose of more than 56,000m2 of land to implement the project in Tan Phu district. There was a document proposing that the Ho Chi Minh City People's Committee propose the Ministry of Public Security and the Ministry of Finance to report to the Prime Minister to approve the policy of changing the land use purpose of security land to residential land at the residential area project in District 12 of Phu Cuong Joint Stock Company. The Department has also reported to the Ho Chi Minh City People's Committee on the request of Le Thanh Company to exempt land use fees for the social housing project in Binh Tan District. In addition, it has granted a certificate to Saigon General Services Joint Stock Company; and has sent a document to the Ho Chi Minh City People's Committee regarding the proposal of Vinh Loc Cultural Ecological Joint Stock Company to cancel the decision to reclaim land for the Vinh Loc Lake Cultural Ecological Area project (Binh Chanh District).
Regarding 7 petitions to temporarily suspend the settlement related to the change of land use purpose from state-owned enterprises after equitization to invest in housing projects and some other petitions, according to the Department of Natural Resources and Environment of Ho Chi Minh City, the People's Committee of Ho Chi Minh City reported to the National Assembly and the Government to include them in the resolution replacing Resolution 54/2017 of the National Assembly on piloting mechanisms and policies for Ho Chi Minh City. Therefore, after the new Resolution takes effect, it will be considered and settled because there are currently many different opinions. In addition, a series of housing projects of large corporations have been completed and put into use, but currently these enterprises have just "requested appraisal and approval of land use fees for the project".
According to the Ho Chi Minh City Real Estate Association (HoREA), as of May 19, the Ho Chi Minh City Department of Natural Resources and Environment has just issued Document No. 4280 on resolving 101 petitions of HoREA related to 96 real estate projects in the area. HoREA requests the Department of Natural Resources and Environment to urgently coordinate with departments, branches, districts, and Thu Duc City to consider and resolve 73 petitions of HoREA (as classified by the Department of Natural Resources and Environment) to help remove difficulties for businesses and increase revenue for the state budget.
Perhaps because of the late submission, the information on handling petitions for businesses by the Department of Natural Resources and Environment has not been updated in the statistics previously published by the Department of Construction.
