At the ceremony, witnessed by delegates from the two ministries, Deputy Minister Pham The Tung and Deputy Minister Pham Duc Long signed the minutes of information security function handover between the Ministry of Public Security and the Ministry of Information and Communications.

According to the content of the handover of functions and tasks, the Ministry of Public Security will take over the task of ensuring information security from the Ministry of Information and Communications, especially the receipt and settlement of 10 administrative procedures in 3 public services: Granting, re-granting, extending, amending and supplementing licenses for trading in network information security products and services; granting, re-granting licenses for importing network information security products; and granting identification name certificates.

Up to now, the Ministry of Public Security has coordinated with the functional units of the Ministry of Information and Communications to carry out the steps of approaching and preparing the process of transferring functions, tasks, organizational structure, documents, and assets. At the same time, the Ministry of Public Security has also fully prepared the conditions to ensure the immediate implementation of the tasks after the transfer.

Speaking at the ceremony, Deputy Minister of Information and Communications Pham Duc Long affirmed: The transfer of the State management function on network information security to the Ministry of Public Security is an important decision of the Government to ensure concentration and unity in work; improve the effectiveness of national security protection in cyberspace.

Deputy Minister Pham Duc Long also believes that under the leadership of the Ministry of Public Security and the Department of Cyber ​​Security and High-Tech Crime Prevention, the State management function of network information security will continue to be promoted.

Deputy Minister Pham Duc Long hopes that when the officials and civil servants of the Ministry of Information and Communications transfer to the Ministry of Public Security, they will quickly adapt to the new environment, continue to maintain the spirit of solidarity, discipline, responsibility, and make efforts to contribute to the completion of assigned tasks.

On behalf of the Central Public Security Party Committee and the Ministry of Public Security, Deputy Minister Pham The Tung thanked the Ministry of Information and Communications, directly Deputy Minister Pham Duc Long, and the Department of Information Security for their close, timely, and effective coordination; commended the Department of Cyber ​​Security and High-Tech Crime Prevention and the functional units of the Ministry of Public Security for actively and promptly completing a huge amount of work in a short time to serve the handover of information security tasks from the Ministry of Information and Communications to the Ministry of Public Security in accordance with the goals and requirements of the plan.

Deputy Minister Pham The Tung emphasized that from tomorrow (March 1), the Ministry of Public Security will directly assign the Department of Cyber ​​Security and High-Tech Crime Prevention to officially deploy the task of ensuring information security.

In order for the task to operate continuously, without interruption, without leaving any fields or areas vacant, without affecting the normal activities of people and businesses and the implementation of international treaties and agreements on information security, the Deputy Minister requested the Ministry of Information and Communications (now the Ministry of Science and Technology) to continue to closely coordinate with the Ministry of Public Security to do a good job of political and ideological work, ensuring policies for civil servants, public employees, and contract workers who are affected by the transfer and arrangement of functions and tasks.

The Department of Cyber ​​Security and High-Tech Crime Prevention and the functional units of the two Ministries fully implemented the contents and responsibilities of the parties in accordance with the handover minutes agreed upon and signed by the leaders of the two Ministries at today's ceremony.

At the same time, review and evaluate the overall implementation of legal documents that overlap and intersect between cybersecurity and information security to propose amendments, supplements, and consolidations in accordance with regulations, ensuring compliance with current practical requirements...
