On February 28, Quang Ninh Provincial Police held a ceremony to announce the decision of the Minister of Public Security on the organization of the new apparatus, along with the decision to transfer leaders at the department level and district police.

At the ceremony, after handing over the decisions to the officers who had received their new assignments, Colonel Tran Van Phuc gave an emotional speech about the 73-year journey of the district police. He emphasized that since 1952, when the district police were established, this force has achieved many feats, contributing to the protection of security and social order.

"With the new two-level organizational model, it means the end of district-level police operations from March 1. This is the official milestone of the end of a historic mission," Colonel Phuc shared.

He also expressed his gratitude for the contributions of the district-level police force, and believed that officers and soldiers would continue to promote their capacity and sense of responsibility in the new unit.

The Director of Quang Ninh Provincial Police also acknowledged and commended officers who voluntarily retired early, as well as those who were willing to accept lower positions to ensure the stability of the organization.

In the new context, Colonel Phuc requested units to urgently stabilize their organizations, stay close to their locations, and avoid any disruptions. Units also need to develop and perfect working procedures and regulations, while focusing on ensuring security and safety for party congresses at all levels.

In addition, it is necessary to closely coordinate with departments and branches to transfer state management functions such as drug addiction treatment, criminal records, driving license testing and issuance, and information security.

Colonel Phuc also emphasized the need to increase contributions to the local socio-economic development goals, promote the spirit of solidarity, innovation and clear assignment of tasks. Finally, it is necessary to ensure that the handover and management of assets of district-level police are carried out in accordance with regulations to avoid loss.
