Achieved many important results
Mr. Nguyen Van Hai - Director of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province said: On March 23, 2018, the Standing Committee of the Ba Ria - Vung Tau Provincial Party Committee issued Directive 27 on environmental management and protection in Ba Ria - Vung Tau province. The goal of Directive 27 is to proactively prevent, stop, improve and overcome environmental pollution; create a fundamental change in environmental management and protection in the province in conjunction with the implementation of sustainable development goals.
Accordingly, the Provincial Party Standing Committee has directed Party committees and authorities at all levels to thoroughly disseminate and widely disseminate information and develop implementation plans with key tasks and solutions, in order to contribute to raising awareness of the position, role and importance of environmental protection among cadres, party members and people of all walks of life; enhancing responsibility in the leadership and management of Party committees and authorities at all levels, the active participation of socio-political organizations and mobilizing all resources for environmental protection in conjunction with local socio-economic development.
After 5 years of implementing Directive 27, environmental protection work in the province has had many strong changes and achieved some important results. A typical example is the implementation of the policy of selective investment attraction. Specifically, the province has prioritized attracting investment in projects in high-tech, modern, environmentally friendly and less labor-intensive industries. From 2018 to 2022, Ba Ria - Vung Tau province has granted investment certificates to 206 projects, all new projects apply advanced technology, equipped with equipment to minimize environmental pollution, and treat waste according to standards.
In addition, the quality of water sources, especially water sources serving the daily needs of local people, has also been strictly controlled and strictly monitored and protected. Up to now, the province has completed the construction of a map of protected areas for domestic water reservoirs in the province; set up markers to determine the protection corridors of 22 irrigation works, including 8 domestic water reservoirs.
Currently, all temporary, unsanitary landfills for domestic solid waste have been closed; domestic solid waste of the province (except Con Dao) has been collected and buried hygienically at the Toc Tien Concentrated Waste Treatment Area (Phu My Town); ordinary industrial solid waste has been collected and transferred to licensed waste treatment facilities for treatment according to regulations; hazardous medical waste has been treated according to a centralized model; hazardous industrial waste (steel furnace dust) has also been collected and treated at Phu My 3 Industrial Park (Phu My Town).
In particular, up to now, Ba Ria - Vung Tau province has thoroughly handled 28/28 establishments causing serious environmental pollution according to Decision No. 1788/QD-TTg of the Prime Minister; "hot spots" of environmental pollution have been identified and handled. Currently, there are 6 "hot spots" of environmental pollution in the province, but these "hot spots" have basically been improved, strictly controlled and have more positive changes.
Deploy key tasks
Director of the Department of Natural Resources and Environment of Ba Ria - Vung Tau province Nguyen Van Hai said: On April 7, 2023, the Ba Ria - Vung Tau Provincial Party Committee issued Report No. 422-BC/TU on the assessment of the results of 5 years of implementing Directive No. 27. Accordingly, in addition to the achieved results, the local environmental protection work still has a number of tasks and solutions that are slow to implement and not highly effective, such as: the inspection and supervision of environmental protection regulations for production and business establishments are not regular and continuous; waste classification at source has not been implemented synchronously; the conversion of the model of treating household waste by burning and power generation technology in the Toc Tien Concentrated Waste Treatment Area and Con Dao district is still slow compared to the plan...
Therefore, in order to improve the effectiveness of environmental management and protection, contributing to building Ba Ria - Vung Tau province in the direction of a civilized urban area as set out in the Resolution of the 7th Provincial Party Congress, the Ba Ria - Vung Tau Provincial Party Committee requests Party committees and local authorities to continue to enhance their roles and responsibilities in implementing environmental protection work in the coming time. In particular, it is necessary to focus on improving the effectiveness of environmental protection work within the scope, fields, and areas assigned to manage and be in charge; thoroughly grasp and effectively implement the Law on Environmental Protection 2020.
Along with that, promote propaganda and education work, raise awareness and responsibility of cadres, party members, people of all walks of life, especially heads of agencies, organizations, and enterprises about the role, position, and importance of environmental protection work in the process of socio-economic development and practically serving people's lives.
In addition, we will strengthen protection, afforestation, improve the environmental landscape and ecology, increase forest coverage, and increase the quality and value of forests. In particular, we will focus on training, fostering, and improving the capacity and qualifications of the environmental protection team, ensuring professionalism and meeting the requirements and tasks in the coming time.
“The serious implementation of Directive 27 of the Standing Committee of the Ba Ria - Vung Tau Provincial Party Committee on environmental protection has truly brought people a better and more satisfying living environment. The results are shown through the set of indicators for assessing environmental protection results of provinces and centrally-run cities announced by the Ministry of Natural Resources and Environment. Accordingly, in 2020, Ba Ria - Vung Tau was in the Top 5 localities nationwide ranked at a good level in implementing environmental protection goals and tasks. In 2021, the province rose to second place nationwide in terms of implementing environmental protection goals and tasks and people's satisfaction with the living environment”.

At the same time, Party committees and local authorities continue to strictly implement the policy of selectively attracting investment, prioritizing projects with advanced and modern technology, creating products with high scientific content and added value, less labor-intensive, and environmentally friendly; strongly deploy solutions, build a roadmap to completely resolve environmental "black spots", combine the relocation of polluting facilities with urban beautification, strengthen state management of environmental protection, and prevent the emergence of new environmental pollution spots.
In addition, Party committees and local authorities review sectoral planning to adjust, supplement, and integrate into the Provincial Planning for the period 2021 - 2030, with a vision to 2050; deploy investment in construction and completion of technical infrastructure according to the planning to connect and control waste discharge; build a management model for industrial clusters; organize the relocation of production and business types to planning areas, improve environmental pollution in residential areas and urban areas...
