Implementing Resolution No. 10-NQ/TU of the Provincial Party Committee "On strengthening the Party's leadership in resource management, environmental protection, natural disaster prevention and mitigation, climate change response, and ensuring water security in the 2022-2030 period", provincial Party committees and authorities have focused on leading and directing the mobilization of the entire political system and people, bringing the Resolution into life.
The Standing Committee of the Co To District Party Committee directed the dissemination and implementation of the Resolution to civil servants, public employees and people in order to successfully implement the goals and targets of the Resolution. Comrade Nguyen Viet Dung, Secretary of the Co To District Party Committee, said: To specify the Resolution, the Standing Committee of the District Party Committee has issued many decisions and projects related to environmental protection, including the Project "Co To District without plastic waste". Up to now, the district has completed 6/8 targets of the Resolution. Of which, the rate of collection and treatment of household waste in urban areas reached 98%, in island communes with tourism activities reached 99%; the forest coverage rate reached over 58%; 98% of urban households and 80% of rural households have access to clean water according to standards... Environmental protection activities have changed positively. The natural environment is increasingly protected effectively; many rare marine species have returned to the Co To sea such as whales, dolphins, turtles...
To specify Resolution No. 10-NQ/TU, Cam Pha City Party Committee has issued 3 specialized resolutions and 3 environmental protection projects. Up to now, the city has completed 9/11 targets of the Resolution; the remaining 2 targets (the rate of rural households using clean water according to standards reaches 80%; the rate of wastewater collection and treatment in concentrated urban areas reaches over 65%), the city is building a roadmap to complete in 2025.
Party committees and authorities at all levels have made great efforts and are determined to effectively implement Resolution No. 10-NQ/TU, creating clear changes. Including directing the development and promulgation of 2 sets of local technical regulations on the environment; relocating 862 polluting production facilities interspersed in residential areas, not in accordance with urban planning, into industrial parks and industrial clusters; implementing a roadmap to stop exploiting natural hill soil and rocks as filling materials. From October 2022 to June 2024, the whole province spent nearly 6,500 billion VND to implement 42 public investment projects in the field of environmental protection and climate change response.
In particular, after the recent storm No. 3, the spirit of Resolution No. 10-NQ/TU was further affirmed in practice. The province mobilized the entire political system, armed forces and the entire population to participate in overcoming the consequences of the storm. In particular, they urgently cleaned up and temporarily repaired damaged structures and broken and fallen trees. The provincial Fatherland Front Committee and mass organizations mobilized people to join hands in cleaning up roads and alleys. Only 7 days after the storm, the collection of garbage, trees... in the province was basically completed.
Comrade Nguyen Thi Thu Huong, Vice Chairwoman of the Provincial Fatherland Front Committee, said: Joining hands to overcome the consequences of storm No. 3, the Fatherland Front of localities has chaired and coordinated with socio-political organizations to launch a peak campaign, Green Sunday, and a volunteer Saturday to launch a general environmental cleaning campaign to clean up and treat waste, broken trees, and fallen trees with the participation of a large number of people and forces. In particular, Ha Long City successfully deployed the "7-day lightning campaign" with the participation of 33 commune-level volunteer teams; 243 volunteer teams from villages and neighborhoods and nearly 14,000 people joining hands. Basic environmental problems have been resolved, people's lives and production, business, tourism and service activities have gradually returned to normal.
To date, 9/18 targets of Resolution 10-NQ/TU have been completed. Of which, the forest coverage rate continues to be maintained at 55%, higher than the national average; water security is ensured; 10 million styrofoam buoys have been replaced; many sustainable, high-tech marine farming models have been implemented, bringing high economic efficiency...
With the synchronous, drastic and effective implementation of the orientations identified in Resolution No. 10-NQ/TU, Quang Ninh has become one of the leading localities in the country in implementing national green growth goals with the Provincial Green Index (PGI) in 2023 ranking first nationwide. Thereby contributing to realizing the goal of striving by 2025 and orientation to 2030 to prevent and repel the trend of increasing environmental pollution; proactively and actively responding to climate change, forming basic conditions for a green economy, circular economy, low emissions, low carbon; contributing to building Quang Ninh into a model province, rich, beautiful, civilized and modern.
