Quang Ninh province aims to reduce total greenhouse gas emissions by 8% compared to the business-as-usual emissions scenario in the 2021-2030 period and reduce total greenhouse gas emissions by 25% compared to the business-as-usual emissions scenario by 2050. Many fundamental and long-term solutions are being vigorously implemented by departments, branches, agencies, production and business units in the province.

Along with that, the legal policy system on climate change response has many new points, especially the completion of regulations on greenhouse gas inventory and greenhouse gas emission reduction.
Quang Ninh is located in the Northeast, with a strategic position in politics, economy, defense, security and foreign affairs; is the energy center of the country with 3.6 billion tons of coal reserves, exploiting over 42 million tons each year, with 7 thermal power plants with an annual output of 25-38 billion kWh, accounting for 15% of the total electricity output of the country. The processing and manufacturing industry is also a strongly developing industry in the province, attracting many large investors. However, the development of industries poses many environmental challenges, requiring many response measures and emission reduction.
At Ha Lam Coal Joint Stock Company, to reduce greenhouse gas emissions in production activities, the Company calculates and applies scientific and technical advances and mechanization to coal production, increasing environmental protection, aiming at the goal of "Green, clean, beautiful mines, safe modern mines, mines with few people". The Company has implemented many fundamental solutions, including applying advanced technology to improve operational efficiency and reduce emissions; investing in renewable energy sources such as solar energy to replace fossil fuels; installing automatic and intelligent lighting control systems; replacing incandescent bulbs with energy-saving LED lights, motion sensor lights; improving air conditioning systems; planting trees...
Under the business-as-usual (BAU) emissions scenario, Ha Lam Coal Joint Stock Company's greenhouse gas emissions in 2024 are 191,072.20 tons of CO2td. The company aims to reduce greenhouse gas emissions by 9.6% under the BAU scenario by 2030, equivalent to 18,324.40 tons of CO2td.
Currently, in the province, there are 106 units and establishments that must conduct greenhouse gas inventories, mainly focusing on the coal, electricity, processing and manufacturing industries. To strengthen the implementation, propaganda and dissemination activities on greenhouse gas emission reduction have also been promoted by departments, branches and units in the province. In November 2024, the Department of Industry and Trade chaired and coordinated with Vinacontrol Group Joint Stock Company and Hon Gai Coal Company - TKV to organize a conference to disseminate regulations on greenhouse gas emission reduction, ozone layer protection and greenhouse gas inventory in Quang Ninh province. Through the conference, it contributed to propaganda, dissemination and raising awareness of enterprises operating in the fields of energy and industry; helping to remove difficulties for enterprises in greenhouse gas inventory, in order to carry out environmental protection and respond to climate change.
To reduce greenhouse gas emissions, the province has also established synchronous strategic plans for environmental protection, mineral resource management, and strengthened close coordination among all levels and sectors in handling environmental protection issues and effectively managing and using natural resources. At the same time, it has developed appropriate policies and solutions to innovate the growth model in depth, restructure the economy, actively transform the development method from “brown” to “green” and successfully implement three strategic breakthroughs. In the coming time, the province will continue to effectively implement Resolution No. 10-NQ/TU (dated September 26, 2022) on strengthening the Party's leadership in resource management, environmental protection, natural disaster prevention and mitigation, climate change response, ensuring water security in the period of 2022-2030 and specific orientations on environmental protection in the province in the Provincial Planning for the period of 2021-2030, with a vision to 2050.
