According to reports from units up to November 15, 174 projects (101 city-level projects, 73 projects supported by the city budget) with capital plans for 2024 encountered difficulties and problems, many of which were stuck with site clearance.
Of the 101 city-level projects, 77 projects are stuck with land acquisition and clearance. It is expected that 42/77 projects will not disburse the full capital of VND 2,840 billion. For projects using city budget support, all 73 projects reported difficulties and problems with land acquisition and clearance. It is expected that 17/73 projects will not disburse the full capital of VND 173 billion.
The City People's Committee requests that units with good disbursement continue to maintain, promote and improve implementation efficiency. Units with slow disbursement must urgently review and immediately overcome existing problems, difficulties and obstacles, speed up implementation progress and complete the task of disbursing public investment capital in 2024.
Specifically, each investor must make efforts and be determined to disburse the year-end capital plan; overcome difficulties and obstacles (currently mainly site clearance); focus on projects that are not expected to disburse 100% of the assigned capital plan, projects using central budget capital, large projects, and projects implementing national target programs.
The investor speeds up the approval of construction design - estimates, organizes bidding, and starts construction to speed up project progress and disburse the assigned capital plan.
The City People's Committee also requested the Department of Natural Resources and Environment to preside over synthesizing and advising the City People's Committee to resolve and remove difficulties and obstacles in site clearance and environmental impact assessment of projects (including city-level projects and district-level projects) under its authority.
This Department also advises the City People's Committee to resolve issues beyond its authority. Directs and guides the People's Committees of districts, towns and cities to resolve tasks under their responsibility. Including guiding investors and district-level People's Committees to carry out procedures related to determining resettlement land prices, assessing environmental impacts, resolving difficulties in site clearance and resettlement plans, etc.
The Department of Construction shall preside over and advise the City People's Committee to review and resolve difficulties and problems regarding resettlement housing funds; promptly update and adjust the published prices of construction materials and construction price indexes in accordance with market prices.
Districts, towns and cities focus on disbursing all assigned capital plans, especially city-level projects assigned to districts and towns as investors. The disbursement rate is still slow, and it is expected that some projects will not disburse all assigned capital plans.
At the same time, focus on revenue from land use fees, create resources for public investment plans, especially for units expected to have a large shortfall in land use fees, such as: Dan Phuong, Hoai Duc, Thanh Tri, Thanh Oai, Cau Giay, Soc Son, Ba Vi, Son Tay.
