SKĐS - The National Assembly's Resolution clearly stated that in the 2018-2022 period, the implementation of policies and laws on primary health care and preventive medicine continued to achieve many positive results.
On June 24, the National Assembly passed a Resolution on thematic supervision of the mobilization, management and use of resources for COVID-19 prevention and control; the implementation of policies and laws on grassroots health care and preventive medicine.
In this Resolution, the National Assembly highlighted important achievements of primary health care and preventive medicine in the 2018-2022 period.
Specifically, the Resolution emphasizes that grassroots healthcare and preventive healthcare play an increasingly important role in protecting, caring for, and improving people's health and contribute significantly to the success of disease prevention and control, especially the COVID-19 pandemic.
The system of legal documents related to primary health care and preventive medicine has been gradually improved, becoming more suitable to reality and task requirements. Primary health care and preventive medicine have received investment attention and have been effectively promoted.

The grassroots health network is widely developed throughout the country, 100% of districts, towns, provincial cities, and centrally-run cities (hereinafter referred to as district level) have health centers; 99.6% of communes, wards, and towns have health stations (hereinafter referred to as commune health stations); 97.3% of commune health stations meet national criteria on commune health in the period 2011-2020. Grassroots health human resources are gradually consolidated, 92.4% of commune health stations have doctors working; 78.9% of commune health stations have doctors working on a permanent basis; the number of highly qualified health human resources is increasing.
In addition, there is active participation of village health workers, village midwives, school health workers, military and civilian health stations, and health facilities of the armed forces. Facilities and equipment are invested in upgrading and improving, with nearly 80% of commune health stations being solidly invested. The capacity and quality of providing health services at grassroots health facilities are increasingly improved, basically performing assigned functions and tasks, and people's satisfaction with health services is improved.
The preventive health system has been gradually consolidated and streamlined. By 2022, 63/63 provinces and cities have established Centers for Disease Control based on the merger of many centers in the field of preventive health at the provincial level.
About 90% of children under 1 year old are fully vaccinated with vaccines under the Expanded Immunization Program; many dangerous epidemics and diseases are controlled and pushed back (HIV/AIDS, dengue fever, SARS-CoV-2, ...), maintaining the results of eradication and elimination of some diseases (polio, neonatal tetanus, lymphatic filariasis, ...), moving towards eliminating tuberculosis, leprosy, and malaria.
Self-sufficient in producing 9/11 types of vaccines used in the Expanded Immunization Program. The rate of stunting in children under 5 years old has decreased to below 20%, contributing to the successful implementation of the goals in the United Nations Agenda for Sustainable Development by 2030 (SDGs).
The work of preventing, controlling and managing non-communicable diseases and managing people's health has been initially implemented at the commune level. Awareness and practice of prevention and health improvement of each person, family and society have been raised.
The Resolution also pointed out that, in addition to positive results, there are still some shortcomings and limitations such as: The legal system on primary health care and preventive medicine is not yet synchronous, some documents are slow to be issued and amended; the organizational system is still unstable, has many shortcomings, and is not really effective; the management model of district-level health centers is not unified, and has not yet promoted the role and advantages of private health care and traditional medicine...
