Reviewing research on policies and roadmap for expanding 7 expressways

The Ministry of Transport has just issued a document requesting relevant units to review and handle shortcomings in traffic organization on a number of expressways.

Based on the opinion of the Ministry of Public Security on overcoming reasonable shortcomings in traffic organization on expressways, the Ministry of Transport assigned the Department of Planning and Investment to coordinate with relevant units to review and report on the policy and expected roadmap for upgrading and expanding expressway projects: Noi Bai - Lao Cai, Cao Bo - Mai Son - National Highway 45, Trung Luong - My Thuan, Vinh Hao - Phan Thiet, Nha Trang - Cam Lam, Hanoi - Thai Nguyen, Cam Lo - La Son.

Regarding issues that need to be resolved regarding traffic organization on routes in operation and expressways put into temporary operation, the Ministry of Transport requires agencies and units within their scope and management responsibilities to review and promptly handle traffic organization problems according to regulations.

Specifically, there are 17 expressways that the Ministry of Transport requires to overcome shortcomings in traffic organization, including: Ho Chi Minh City - Trung Luong, Hanoi - Thai Nguyen, Cau Gie - Ninh Binh, Hanoi - Lao Cai, Da Nang - Quang Ngai, Ho Chi Minh City - Long Thanh - Dau Giay, Phap Van - Cau Gie, Hanoi - Hai Phong, Hai Phong - Mong Cai, Bac Giang - Lang Son, Trung Luong - My Thuan, Cao Bo - Mai Son, Mai Son - National Highway 45, Phan Thiet - Dau Giay, Cam Lo - La Son, Vinh Hao - Phan Thiet, Nha Trang - Cam Lam.

Regarding the handover of the temporarily exploited expressway project into official operation, the Ministry of Transport requires units within their scope and management responsibilities, agencies and units to urgently complete acceptance procedures, complete the project and coordinate with the Vietnam Road Administration to implement handover procedures, receive and put the project into official operation.

The Vietnam Road Administration shall report to the Ministry of Transport on the organization of acceptance of works that have been accepted and are qualified for operation and use according to construction law provisions; in case they have not been accepted, the reasons and acceptance plan shall be clearly stated.

Regarding the construction of traffic management and operation centers, the Ministry of Transport assigned the Vietnam Expressway Administration to review and report to competent authorities to invest in the construction and completion of traffic management and operation centers on operating routes.

The above agencies and units shall report the implementation results to the Ministry of Transport before November 5, 2023, clearly stating the contents that have been handled according to regulations, the contents that have not been handled, and the contents that need time to be handled.

Previously, the Ministry of Public Security sent a report to the Ministry of Transport to review 11 expressways across the country that have problems and risks of unsafety.

Seven highways are considered unsafe, according to statistics from the Ministry of Public Security, including: Cao Bo - Mai Son - National Highway 45; Noi Bai - Lao Cai; Trung Luong - My Thuan; Vinh Hao - Phan Thiet; Nha Trang - Cam Lam; Hanoi - Thai Nguyen and Cam Lo - La Son.

The problems pointed out by the Ministry of Public Security include the highway having no median strip or emergency lane. In addition, traffic organization still has many shortcomings such as incomplete fences and the risk of people and animals entering the highway.

In addition, the Nha Trang - Cam Lam expressway generates dust and obstructs visibility due to both exploitation and construction. Some expressways are no longer safe due to deterioration and rutting such as Noi Bai - Lao Cai, Hanoi - Thai Nguyen, and the La Son - Cam Lo section.

Based on the review results, the Ministry of Public Security proposed that the Ministry of Transport address shortcomings and develop a roadmap to upgrade 7 expressways that do not meet safety standards; and develop a roadmap to build a traffic management and control center on expressways.

The Ministry of Public Security also proposed connecting the highway surveillance camera system to the command information center of the Traffic Police Department to coordinate monitoring and handling violations through images .
