The conference aims to evaluate the current situation and results achieved in training and fostering work in the past time, and at the same time propose directions and solutions to improve the quality of cadres, civil servants and public employees in the coming period.

According to the report, in recent times, the Party, State, central ministries, branches, unions, local Party committees and authorities have paid special attention to training and fostering knowledge and skills in administration and state management for cadres, civil servants and public employees in order to build a team of cadres, civil servants and public employees with sufficient capacity, qualities, prestige and equal to their tasks.

Up to now, at the central, provincial and district levels, nearly 90% of cadres, civil servants and public employees have been trained to meet the prescribed standards, about 87% of cadres and civil servants have been updated with legal knowledge; more than 60% have been trained to update knowledge, skills and methods of performing public duties. At the commune level, nearly 90% of cadres and civil servants at the commune level have professional qualifications from intermediate level or higher. Of these, nearly 86% of commune-level civil servants have professional qualifications appropriate to their positions. Every year, at least about 70% of cadres and civil servants at the commune level are trained to update knowledge, skills, methods and public service ethics.

The presentations at the conference focused on clarifying some contents on innovation of training programs, application of information technology in training, improving the quality of lecturers and teaching methods. In addition, it is necessary to strengthen coordination between agencies and localities, innovate mechanisms and policies, ensure that the training and fostering of cadres, civil servants and public employees is increasingly practical and effective, meeting the development requirements of the country in the new era./.
