The Investigation Police Agency, Hanoi City Police Department has issued a decision to prosecute a criminal case related to Ms. Phung Thi Hien - Director of Tom Tourism Trading and Tourism Company Limited, after receiving many complaints that Ms. Hien had committed fraud and property appropriation with the promise of carrying out procedures to send people to Australia and Canada.
The Investigation Police Agency, Hanoi City Police has just announced the results of handling information about crimes sent to a number of citizens residing in Hanoi. Accordingly, the Investigation Police Agency received a denunciation of a crime with the following content: Mr. Doan Quang Linh traveled to Taiwan (China), Thailand through the company of Phung Thi Hien, Director and representative of Tom Tourism Trading Company Limited (headquartered in Quan Hoa Ward, Cau Giay District, Hanoi City) with the act of fraud, appropriating property of 345 million VND from Mr. Linh in the form of receiving money to make documents for Mr. Linh to leave the country to Canada. In addition, a number of other citizens also filed a complaint accusing Phung Thi Hien of defrauding a total of more than 700 million VND in the form of receiving money to make documents for citizens to leave the country to Australia.
In order to handle the source of the denunciation, the Investigation Police Agency, Hanoi City Police Department has decided to initiate a criminal case. The reason is that Phung Thi Hien - Director of Tom Tourism Company (a travel agency that does not have the function of making documents and procedures for Vietnamese citizens to leave the country) still promised and affirmed to Mr. Doan Quang Linh that she would be able to make the documents and procedures for Mr. Linh to leave for Canada.
On December 25, 2023, Hien received a deposit of 12 million VND. On January 4, 2024, Hien continued to receive 150 million VND from Mr. Linh. Hien affirmed that all of Mr. Linh's documents were given to Nguyen Tat Duc (working in the tourism sector) to execute, but Duc affirmed that he did not know anything about the documents related to Mr. Linh. Duc also never met Mr. Linh. After that, Mr. Linh could not leave the country because Hien's company delayed many times for many different reasons, but Hien still affirmed that Mr. Linh was allowed to leave for Canada and did not refund the money.
The investigation agency has verified at the Immigration Department (A08), Ministry of Public Security, that after January 4, 2024, Mr. Linh has not left the country. Phung Thi Hien's behavior shows signs of committing the crime of fraud to appropriate property as prescribed in Clause 2, Article 174 of the Penal Code.
Previously, on November 25 and December 25, 2024, Dai Doan Ket Newspaper published articles reflecting on the fact that many citizens had filed complaints about the illegal behavior of Ms. Phung Thi Hien - Director of Tom Tourism Company to the relevant authorities. Typically, Mr. Nguyen Viet Kham (residing in Do Dong commune, Thanh Oai district, Hanoi) said that around the beginning of 2024, through an acquaintance, Mr. Kham got to know Ms. Phung Thi Hien - Director of Tom Tourism Company. Through contact, Mr. Kham discussed with Ms. Hien his desire to work in Australia and was promised support by Ms. Hien. Accordingly, Ms. Hien will process all documents, visas, and passports to ensure Mr. Kham's entry to Australia as a tourist. Mr. Kham must pay Ms. Hien's company 284 million VND.
According to Mr. Kham, after receiving the deposit, Ms. Hien continuously notified changes to the departure flight schedule to Australia. The original schedule was to fly to Hong Kong (China) and then move to Australia. However, Ms. Hien and the Company did not follow the agreement and took Mr. Kham to Thailand and then to Ho Chi Minh City. Then, they continued to take Mr. Kham to the Cambodian border by road to Hong Kong (China). To create trust for Mr. Kham, before leaving for Australia, Ms. Hien signed a commitment to fly on schedule and commit to enter Australia before September 30, 2024. In case the schedule is not correct, the Company will refund 100% of the money received from Mr. Kham. However, Ms. Hien repeatedly promised the flight time and schedule but continuously changed the flight schedule despite the commitment. Up to now, Mr. Kham has not been able to fly to Australia and Ms. Hien has not refunded the money received from Mr. Kham.
In a related development, after receiving information from citizens, the Department of Overseas Labor Management verified and determined that Tom Tourism Company did not have a license to operate a service of sending Vietnamese workers to work abroad under contracts. The Department of Overseas Labor Management forwarded the citizens' petitions and requested the police to inspect, verify, and handle them in accordance with the law.
