The Ministry of Transport (MOT) has just issued Circular 08 amending and supplementing a number of articles of Circular 16 regulating the technical safety and environmental protection (ATKT & BVMT) inspection of road motor vehicles.
The most notable new point of Circular 08 stipulates that the inspection agency automatically issues a Certificate of Validity of the Certificate and Inspection Stamp for vehicles participating in traffic without the vehicle owner having to take the vehicle to the inspection center for re-inspection.
This is a regulation that car owners have been waiting for for many months and is expected to fundamentally resolve the current congestion in motor vehicle inspection.
However, Mr. Dinh Van Truong (Bac Tu Liem) is concerned that the new circular does not mention paying road maintenance fees.
“Car owners have always paid road fees with each vehicle inspection. With the automatic extension of the inspection period, vehicle owners do not have to take their vehicles to the inspection station, so how should they pay the road maintenance fee during this time? If they do not pay immediately, will they be fined?”, Mr. Truong raised the issue.
In response to this question, the leader of the Vietnam Register said that the road maintenance fee will be paid when the registration is due without being penalized. Or the vehicle owner can go to the registration unit to pay immediately if needed.
