Speaking at the meeting of the Government's Steering Committee on science, technology, innovation, digital transformation and Project 06, Minister of Home Affairs Pham Thi Thanh Tra emphasized the above and assessed that administrative reform has achieved many new advances with significant breakthroughs.
Reduce thousands of general departments, bureaus, divisions, specialized agencies and divisions
It is the innovation of thinking in law-making, promoting the creative function, promoting decentralization and delegation of power. Especially the reform of the organizational apparatus is considered "truly a revolution". Of which, there are now only 17 ministries and ministerial-level agencies, reducing 5 ministries and 3 agencies under the Government with the internal organization significantly streamlined.
Specifically, 13/13 general departments and equivalents were reduced, reaching a rate of 100%; 519 departments and equivalents were reduced (a reduction of about 77.6%); 219 departments and equivalents were reduced (a reduction of 54.1%); 3,303 branches and equivalents were reduced (a reduction of about 91.7%).
For localities, 63 provinces and cities have reduced 343 specialized agencies and equivalents under the provincial People's Committee, reaching a rate of 29%, along with 1,454 specialized agencies under the district People's Committee (a reduction of 17.5%). The number of public service units has decreased significantly after the arrangement .
Regarding digital transformation and e-Government development, digital government has received special attention. Thanks to that, we have created a basic foundation to promote e-Government , digital government, as well as digital society, digital citizens and digital economy.
However, Minister Pham Thi Thanh Tra pointed out that the direction, management and implementation of administrative reforms in some agencies and units are still not strict and not very effective.
Legal mechanisms and policies in some areas are still lacking in consistency and are slow to be amended and supplemented, especially issues related to decentralization and delegation of power.
Delays in processing administrative documents and procedures still occur. The provision of online public services in some places is still formalistic and the effectiveness is unclear. Data synchronization, connection and sharing are still not smooth and seamless.
Focus on administrative reform, decentralization
Accordingly, to reform the administration, the Minister proposed to continue to seriously, comprehensively, synchronously and effectively implement the overall administrative reform program. Reform institutions, perfect the legal system to meet the requirements of "local decision, local action, local responsibility".
Focus on removing institutional bottlenecks, focusing on institutions that are hindering growth; innovate thinking in law-making, while encouraging creativity, liberating all productive forces, and unlocking all resources for development.
Ms. Tra also pointed out that although the Law on Government Organization (amended) and the Law on Local Government Organization (amended) have recently been issued, specialized laws still overlap and do not ensure the goal of decentralization and delegation of power.
Therefore, it is necessary to amend relevant regulations so that localities can implement and take responsibility, "unleashing" officials. The Ministry of Home Affairs will soon complete the determination of the 2024 Administrative Reform Index and the People's Satisfaction Index on Public Administration Services.
Regarding the arrangement of provincial-level administrative units, the reorganization of commune-level administrative units, and the construction of a two-level local government organization model, the minister affirmed that it will be implemented carefully, thoroughly, and with quality.
"This is an extremely important and urgent task. Therefore, we look forward to receiving close coordination from all relevant ministries and branches to promptly guide localities to effectively carry out this important task," Ms. Tra emphasized.
National data center will be operational from August 2025
Regarding the implementation of Project 06, Deputy Minister of Public Security Nguyen Van Long said that the National Data Center will be put into operation from August 2025, exploiting 114 national databases and specialized databases.
At the same time, the Ministry of Public Security coordinates with ministries and branches to deploy data products such as: National data coordination and processing platform; national data exchange; national blockchain platform, national decentralized identification application directly applied to the National Data Center and various ministries, branches and fields of social life; national cryptocurrency exchange; high-performance computing center to train large Vietnamese language models; develop national virtual assistant; Civil data center.
Mr. Long suggested that the merged ministries and branches need to consolidate and upgrade the information system for handling administrative procedures, without causing disruption. Adjust business processes, allow the use of electronic documents integrated on identity accounts equivalent to paper documents when carrying out procedures, do not require citizens to present documents, have them copied, notarized...
