Housing for workers in industrial parks and export processing zones is the dream of many people. Tin Tuc reporters had an interview with National Assembly delegate Pham Trong Nghia, full-time member of the National Assembly's Social Committee, about this issue.
Currently, workers in industrial zones are in dire need of accommodation and housing. Some people say that it is necessary to allocate land to develop housing for workers to rent right in the industrial zones. What is your comment on this issue?
Firstly, talking about the current situation, it is a fact that the workforce in industrial parks and export processing zones (IPs, EPZs) are facing many difficulties, including housing difficulties.

According to the latest survey by the Institute of Workers and Trade Unions in 16 provinces and cities, 90% of union workers in industrial parks and export processing zones have to rent houses; of which nearly 50% of union workers have the desire and desire to have stable, long-term accommodation to settle down in industrial parks and export processing zones.
To address this situation in recent times, the Party and the State have had many policies to address workers' aspirations. According to my research, in the legal regulations, most recently in 2022 the Government issued Decree 35 regulating industrial parks and export processing zones, which requires 2% of land fund to be reserved for investment in building housing and accommodation for workers.
Currently, the Housing Law (amended) project has amended many regulations on social housing in the current Housing Law. In addition, it has added regulations on accommodation for workers. Hopefully, these policies and guidelines will soon be institutionalized and implemented to meet the requirements and aspirations of workers.
The Land Law (amended) being drafted has the content of ensuring harmony of interests between land users, investors and managers, must ensure consensus on land recovery and have a clear separation from the purpose of land use for housing for workers to rent... What is your opinion on this?
First of all, according to the provisions of the Constitution, land is owned by the entire people and is managed by the State. The Constitution also stipulates that land can only be reclaimed in certain cases; including cases for national and public interests.
In cases where we invest in building these social housing, we need to clearly define the purpose of land acquisition (if any) to directly serve the public interest. That is to ensure food and accommodation for workers.
I fully support the need for us to have criteria, clearly defined in the provisions of the Land Law. On that basis, it will be the basis for specific guidance documents on which cases are eligible for land recovery to create land funds for social housing construction. However, in addition to the Land Law, this time the National Assembly will also consider passing two other laws directly related to this issue. These are the Housing Law and the Real Estate Business Law; there needs to be compatibility between these laws as a legal basis for us to be able to speed up the progress of building social housing for workers.

What is your assessment of the statement: Practice shows that building accommodation for workers in industrial parks brings many benefits: reducing travel costs for workers and businesses; reducing traffic congestion; convenient for production organization, especially when there are epidemics, natural disasters...
That’s right. As I mentioned at the beginning, the need for workers to have a place to live is very high. It can be a place that the worker will buy, own or a place where they will stay temporarily during working hours. There is nothing more ideal than a place close to the workplace to reduce commuting time.
If the accommodation is close to the workplace, workers will feel secure in their work and be attached to the industrial park or export processing zone. On that basis, workers will be attached to the enterprise, the quality of labor will be higher, and people's lives will be better. And that is also the ultimate goal of the policies and regulations of the Party and the State.
I fully support this view and we need to improve the legal framework, especially in the three Laws I just mentioned, namely: Land Law, Real Estate Business Law and Housing Law so that we have many clear and transparent legal bases, creating the most favorable conditions for investing in building accommodation for workers.
