On October 9, the Propaganda Department of the Ho Chi Minh City Party Committee coordinated with the Party Committee of the Department of Education and Training, the Party Committee of the Department of Labor - Invalids and Social Affairs, the Standing Committee of the City's Association for Promotion of Education, the City Youth Union, the Party Committee of the Ho Chi Minh City National University, and the Party Committee of the University and College Block to organize a seminar on "Work to promote learning, promote talents, build a learning society, and a learning city in Ho Chi Minh City".

Speaking at the seminar, a representative of the Department of Culture, Sports and Tourism of Ho Chi Minh City informed that the implementation of the movements to build "Cultural families", "Cultural neighborhoods and hamlets", "Learning families", "Learning clans", "Learning citizens", "Learning communities", neighborhoods/hamlets and families has raised the awareness of each person in implementing the Party's guidelines and policies and the State's laws.

By linking the movements "All people unite to build a cultural life", "Cultural family", "Cultural residential area" with the models "Learning citizen", "Learning clan", "Learning family" and "Learning community", it has actively contributed to building a comprehensive cultural environment.

According to the Department of Culture, Sports and Tourism of Ho Chi Minh City, in the first 6 months of 2024, the whole city had more than 1.5 million (98.12%) families recognized as "Cultural Family". Nearly 2,000 cultural neighborhoods and hamlets (91.65%); approximately 1.2 million families achieved "Learning Family" with a rate of 61.40%.

Along with that, there are 1,109 clans achieving the title of Learning Clan, with a rate of 87.81%; 4,196 neighborhoods and hamlets achieving the title of "Learning Community" with a rate of 96.63%. Nearly 1.2 million citizens achieving the title of "Learning Citizen", with a rate of 95.05%. Through assessment, most of the cultural families and cultural neighborhoods are also learning families and learning communities.

According to the Department of Culture, Sports and Tourism of Ho Chi Minh City, building "Learning Families", "Learning Clans", "Learning Communities", and "Learning Citizens" is one of the basic and long-term tasks of our country's education in the current period.

Building learning models will help everyone regardless of age, profession, social status... see the need to learn and learn for life, learn anywhere, anytime, learn in many ways based on the principle of self-study.

The Department of Culture, Sports and Tourism of Ho Chi Minh City emphasized that these are issues that need to be effectively organized and implemented, with a certain orientation, with persistent and long-term efforts and efforts of all relevant units to effectively implement the Project "Promoting lifelong learning movement in families, clans, communities, and units in the period of 2021 - 2030", "The work of encouraging learning and talent must develop higher and wider".

Also at the discussion, Mr. Le Hong Son, Deputy Head of the Standing Committee of the Propaganda Department of the Ho Chi Minh City Party Committee, said that in early 2024, Ho Chi Minh City will be officially recognized as a member of the UNESCO Global Network of Learning Cities.

According to him, this is a milestone to further promote the city's work of encouraging learning and talent. The work of encouraging learning and talent is the responsibility and role of the entire political system, not just the Department of Education and Training, Labor - Invalids and Social Affairs or Encouragement of Learning.

Mr. Son hopes that units and associations for promoting learning will continue to promote the positive results achieved, overcome difficulties in promoting learning and talent, in which the role of Party committees at all levels will be promoted, focusing on digital transformation to meet the learning needs of the subjects. In particular, it is necessary to continue to link the work of promoting learning with the school system and communication work.

Mr. Le Hong Son also said that, from the perspective of the whole country in general and Ho Chi Minh City in particular, if we want to develop the socio-economy without vocational education and training and talent promotion, it is considered zero:

"There are industries that directly bring large economic resources to the city, but there are also industries and associations that indirectly bring in power. Without these factors, we will not have strength. If we do not invest in education and training, vocational training, and talent promotion, we will be weak in developing the city as well as the country," Mr. Son emphasized.
