At the citizen reception session, Deputy Head of the Provincial Party Committee's Internal Affairs Committee Nguyen Tuan reported on the results of implementing the instructions of the Provincial Party Secretary at regular citizen reception sessions and the results of receiving and handling petitions in October 2023.
In the previous regular citizen reception session, the Provincial Party Secretary directed the relevant agencies to focus on resolving the cases that had been directed. However, to date, there are still 3 cases that have not been resolved.
From September 13 to October 13, 2023, the Provincial Party Committee's Internal Affairs Committee received, classified and processed 9 petitions. Of which, 1 petition was forwarded by the Standing Committee of the Provincial Party Committee; 9 petitions were sent to the Provincial Party Committee's Internal Affairs Committee and the Head of the Provincial Party Committee's Internal Affairs Committee.
The Provincial Party Committee's Internal Affairs Committee forwarded 3 petitions to competent authorities for settlement; continued to review 1 petition; the remaining petitions were kept for monitoring.
The Standing Committee and committees of the Provincial People's Council received and processed 7 petitions from organizations and citizens.
The delegates also listened to the results of monitoring and urging the assigned cases at the regular citizen reception sessions of the Provincial Citizen Reception Committee. Accordingly, 8 cases have been reported and responded to citizens and 7 cases have not yet reached the reporting deadline and are being monitored and summarized.
Regarding regular citizen reception, from September 10 to October 10, 2023, the Provincial Citizen Reception Committee received 6 cases (complaints: 2; recommendations, reflections: 4); for regular citizen reception, it received 16 times/11 cases (complaints: 6; recommendations, reflections: 5); received and processed 168 petitions (45 complaints; 11 denunciations; 112 recommendations, reflections); advised the Provincial People's Committee on documents to assign and transfer petitions to competent agencies to resolve 156 cases; the remaining 12 petitions did not meet the conditions for processing, creating records for archiving and monitoring.

Next, Mr. Tran Van Dong (residential group 10, Bac Hong ward, Hong Linh town) accused the People's Committee of Hong Linh town of reclaiming land in violation of the law and not carrying out procedures to grant him a land use right certificate in accordance with regulations.
Representatives of Hong Linh Town and leaders of the Department of Natural Resources and Environment explained and clarified the issues that citizens were concerned about.
The presiding comrades assigned the Department of Natural Resources and Environment Inspectorate to coordinate with the People's Committee of Hong Linh Town to clarify each issue; at the same time, report to the Provincial Party Secretary and Chairman of the Provincial People's Committee on November 15, 2023.

At the meeting, Mr. Vo Ta Nghe (Phan Chu Trinh village, Cam Due commune, Cam Xuyen) reflected on the purchase of facilities for the village cultural house; Mr. Tran Dinh Trinh (Son Nam village, Cam Thinh commune, Cam Xuyen), Mr. Vo Xuan Loc (Trung Long village, Trung Loc commune, Can Loc) reflected and proposed land acquisition, compensation, and site clearance compensation for the construction of the North-South expressway.
Regarding land issues, Ms. Trinh Thi Mung (Trung Son village, Cam Son commune, Cam Xuyen) petitioned about her family's land being forcibly recovered; Ms. Nguyen Thi Huy (Ha Linh commune, Huong Khe) requested that the competent authority consider granting a land use right certificate to her family; Mr. Nguyen Thanh Son (representing Ms. Hoang Thi Tuu, residing in Nam Phuc Thang commune, Cam Xuyen) petitioned about land disputes.
The issues raised by citizens were explained and clarified by local leaders. The chairmen also gave their opinions on each specific case at the meeting.
Also within the framework of the meeting, Chairman of the Provincial People's Committee Vo Trong Hai directly discussed with households petitioning for compensation and site clearance for the Rao Tro reservoir project. Accordingly, the provincial leaders directed relevant agencies to focus on reviewing the work, ensuring that the settlement process is carried out transparently, objectively and strictly. At the same time, there is full notification for people to grasp.
The Chairman of the Provincial People's Committee affirmed that compensation and support for people must ensure citizens' rights on the basis of compliance with legal regulations.

In the process of handling complaints and petitions, a number of households also demanded compensation for agricultural land, trees, and infrastructure related to the implementation of the North-South Expressway project.
The Provincial Party Secretary suggested that households need to be aware that this is a policy of the State; identifying the expressway project passing through the area as a favorable opportunity for socio-economic development. Therefore, citizens must have the responsibility to coordinate in the implementation and deployment of works and projects. On the local side, it is necessary to respond thoroughly in the process of resolving issues for citizens.
