According to the bulletin of the National Center for Hydro-Meteorological Forecasting, at 4:00 p.m. on October 16, the low pressure area was located at about 14.5-15.5 degrees North latitude; 110.5-111.5 degrees East longitude; it is forecasted that in the next 24 hours, the low pressure area is likely to strengthen into a tropical depression with strong winds of level 6, gusts of level 8, warning level of natural disaster risk at level 3.

To proactively respond to the low pressure area that is likely to strengthen into a tropical depression, the Standing Office of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense requests the Steering Committees for Natural Disaster Prevention, Search and Rescue of districts, cities and towns and relevant agencies and units to strictly implement Official Dispatch No. 30/CD-UBND dated October 13, 2023 of the Chairman of the Provincial People's Committee - Head of the Provincial Steering Committee for Natural Disaster Prevention, Search and Rescue and Civil Defense on proactively responding to floods.
Closely monitor the developments of low pressure areas, notify owners of vehicles and captains of ships and boats operating at sea of the location, direction of movement and developments of low pressure areas to proactively avoid, escape or not move into dangerous areas.
The dangerous area in the East Sea in the next 24 hours is determined from latitude 13.5 to 17.5 degrees North; west of longitude 112.5 degrees East (dangerous area will be adjusted in the next forecast bulletins).
At the same time, organize monitoring and counting of ships and boats operating in the low-pressure area; strictly manage offshore vessels; maintain regular communication with vessel owners to promptly handle possible bad situations; prepare measures to ensure the safety of people and property in aquaculture and seafood areas. Prepare forces and means for rescue when required.
Units: The North Central Region Hydrometeorological Station closely monitors, forecasts, warns, and promptly informs about developments in low pressure areas to proactively deploy response measures.
