"Banana King", "chicken billionaire" proposes mechanism for using some types of land

The "banana king" of the West proposes to review the regulations on leasing agricultural and forestry land.

On the eve of the 9th National Farmers' Forum, sharing with Dan Viet reporter, Mr. Vo Quan Huy - Director of Huy Long An Company Limited (Duc Hue district, Long An province), who twice received the title of Outstanding Vietnamese Farmer - mentioned a reality that he has noticed for a long time in Long An as well as in some localities.

Specifically, more than 20 years ago, when the land needed people to produce, the Party and the State as well as localities had policies to encourage the establishment of farms, forestry farms, etc., then mobilized people to reclaim land for production, and contracted out products. The land at that time was infertile, and farmers growing rice or fruit trees had to invest a lot of effort and capital to improve it.

After that, the model of agricultural and forestry farms was not effectively managed, fell into a period of decline and was finally dissolved, transferred to local management. Meanwhile, farmers continued to cultivate and pay land rent according to local government regulations.

According to the new regulations, the lease of agricultural and forestry land must also be auctioned, but localities are having difficulty in carrying out the auction. The reason is that farmers (who were previously leasing the land) have invested in renovating the fields, building and improving the ground, which is very expensive, and they even spent a lot of money on land reclamation, while if they want to auction, they have to reclaim the land.

"This is causing difficulties for both local authorities and farmers. Therefore, I recommend that the State and relevant ministries develop a formula for collecting agricultural land use fees for each type of land with improvements to stabilize production for farmers," said Mr. Huy.

Also from the above problem, Mr. Vo Quan Huy said that it is possible to take advantage of households that are farming to establish agricultural production cooperatives (growing rice, fruit trees, planting forests...), thereby organizing production according to the plan. According to Mr. Huy, this is an opportunity to develop a production model according to the value chain and has great political significance, contributing more to the achievements of the agricultural sector, so Mr. Huy really hopes that the leaders of the Ministry of Agriculture and Rural Development will consider the regulations on using this type of land.

Sharing more with PV Dan Viet, Mr. Huy said that he is currently implementing a model of linking South American banana cultivation with more than 10 farming households, with a scale of more than 100 hectares. With his current area of ​​about 500 hectares, Mr. Huy expects to harvest about 30,000 tons of bananas in 2024. Of which, 95% of the Company's banana output is exported to China, Korea, and Japan, the rest is supplied to supermarkets in Vietnam.

Mr. Vo Quan Huy's model of growing South American bananas is contributing to creating jobs for many local workers in Long An province.

Hung Nhon Group proposes to "untie" some regulations on livestock land

Speaking with Dan Viet, Mr. Vu Manh Hung - Vice President of the Digital Agriculture Association, Head of the Working Group on Connecting the Agriculture and Aquaculture Subcommittee (EuroCham), Chairman of the Board of Directors of Hung Nhon Group said that out of more than 900,000 enterprises operating nationwide, it is estimated that only about 50,000 enterprises invest in agriculture. In particular, the number of enterprises playing a leading role in the integration process for the agricultural sector is still very modest.

One of the reasons why businesses have not been able to grow to become "locomotives" for the agricultural sector is because some policies in agriculture and rural areas have reached their limits, and some policies are even hindering the development of businesses.

Mr. Hung cited real-life stories from large-scale livestock projects of Hung Nhon Group. Fulfilling the commitment to invest in building high-tech agricultural projects in Tay Ninh province in the period of 2023-2030, Hung Nhon Group and De Heus Group (Netherlands) have agreed to invest in 12 high-tech agricultural projects in Tay Ninh with a total estimated capital of nearly 10,000 billion VND.

"During the project implementation process, we received a lot of support from local government leaders and departments. The project was granted a land use right certificate by the Tay Ninh Provincial People's Committee on October 26, 2022, completed phase 1 and operated from the second quarter of 2024. However, recently, when the 2024 Land Law took effect from August 1, 2024, we encountered some problems in the projects that are applying for policy" - Mr. Hung informed.

Specifically, at Point d, Clause 1, Article 9, new regulations on land classification, including the definition of "concentrated livestock land" are detailed in Clause 5, Article 4 of Decree No. 102/2024/ND-CP dated July 30, 2024 of the Government detailing the implementation of a number of articles of the Land Law, specifically: "Concentrated livestock land is land for building concentrated livestock farms in separate areas according to the provisions of law on livestock". While previously, the purpose of land use was determined as "Other agricultural land".

Mr. Hung said that the conversion to a new form of land use according to the provisions of the 2024 Land Law will take a lot of time due to the need to compile statistics, inventory the current status, make plans and make local land use plans. This will greatly affect the investment progress, making it difficult to put projects into operation on schedule as committed to foreign investment partners (Netherlands, Belgium, Japan), affecting the reputation and investment environment in agriculture in Vietnam.

"Although our problems are gradually being resolved, in reality, many other units in the livestock sector are facing similar difficulties. Therefore, we hope that state management agencies will consider and support the best solutions, helping businesses and livestock farmers to soon deploy and put projects into operation" - Mr. Vu Manh Hung proposed.
