The defendants were also prosecuted for the crime of "violating bidding regulations causing serious consequences" including: Nguyen Trong Duong, former Director of VNCERT, Deputy Director of the Department of Financial Planning (Ministry of Information and Communications); Ngo Quang Huy, former Deputy Director of VNCERT, Deputy Chief of Office of the Ministry of Information and Communications; Nguyen Thi Thanh Nhan, former Chairwoman of the Board of Directors, former General Director of AIC Company; Do Van Son, Head of Project Management Board 2 of AIC Company; Nguyen Van The, Head of Economic Board 7 of AIC Company; Nguyen Vu Cuong, Director of Khang Phat Trading - Service Company Limited (Khang Phat Company); Mai Phuong Nam, Deputy Director of Khang Phat Company; Dang Xuan Minh, Director of BTC Value Valuation Joint Stock Company (BTC Value Company); and Nguyen Quoc Viet, appraiser of BTC Value Company.

According to Lieutenant General To An Xo, the initial investigation agency determined that during the process of preparing, approving, and organizing the bidding for the "Project for investment in purchasing equipment and technical services to monitor and analyze incidents and attacks on network information security on a number of international internet connection channels" implemented by VNCERT in 2017, Mr. Duong directed a number of subordinates to collude with the consulting unit Khang Phat Company, BTC Value Company and the equipment supplier AIC Company. This act seriously violated the provisions of the Bidding Law, causing particularly serious damage to state assets.
Among the defendants, Ms. Nhan is involved in many cases, is on the run and is wanted.
