Deputy Prime Minister Tran Hong Ha requested to ensure competition, fairness and transparency, without formality, and to prevent the occurrence of "blue team, red team" when bidding.

Document No. 908/VPCP-CN dated February 6, 2025 of the Government Office stated: Considering the report of the Ministry of Planning and Investment on the implementation of a number of investment projects to build sections of the Gia Nghia - Chon Thanh and Ninh Binh - Hai Phong expressways through Hai Phong city, Nam Dinh province, Thai Binh province and the bidding process to select investors according to the provisions of the law on investment under the public-private partnership (PPP) method, Deputy Prime Minister Tran Hong Ha requested the Ministry of Planning and Investment to urgently guide localities as competent authorities to select investors to implement projects under the PPP method according to the direction of the Prime Minister in Notice No. 564/TB-VPCP dated December 19, 2024 of the Government Office, ensuring competition, fairness and transparency, no formalities, no "blue team, red team" situation when bidding; Urgently research and propose amendments to regulations to be able to select investors and contractors with experience as quickly as possible and save costs more than bidding.

The Deputy Prime Minister requested that localities, which are competent authorities to implement projects under the PPP method, proactively speed up investment preparation procedures, organize project implementation according to their authority and legal regulations, and promptly complete projects to promote efficiency and prevent loss and waste.
