Low disbursement rate

In the period of 2022 - 2024, based on the volume registration of the localities of Nam Tra My, Bac Tra My, Phuoc Son, Hiep Duc, Nam Giang, Dong Giang, Tay Giang, the capital has been allocated more than 189 billion VND to implement the Sub-project "Developing forestry economy associated with forest protection and increasing income for people" (Sub-project 1, under project 3 - National target program on socio-economic development of ethnic minority and mountainous areas).

Regarding disbursement results, according to the Department of Agriculture and Rural Development, in 2022, it reached 10.43% of the assigned capital plan. Meanwhile, in 2023, localities disbursed more than 22 billion VND (capital transferred from 2022 reached 28.53%, capital allocated in 2023 reached 14.59%). In 2024, it is estimated that more than 33.6 billion VND will be disbursed, reaching 50% of the assigned capital plan.

In addition to the difficulties caused by the mechanism, slow capital allocation at unfavorable times, in practice, the implementation of Sub-project 1 also encountered difficulties, the volume did not meet the initial registration, causing the disbursement plan to be broken.

According to analysis by the industry and local authorities, only two items of the Sub-project "Developing forestry economy associated with forest protection and increasing people's income" which are forest protection contracts and forest protection have been basically implemented smoothly.

For the remaining 4 categories that are not subject to regulations, there are no participants. People are not interested due to complicated procedures and documents. They are used to growing acacia trees, so it is very difficult to encourage them to switch to growing other types of trees...

Mr. Dinh Van Bao - Vice Chairman of Dong Giang District People's Committee said that in 2023, the district will plant 400 hectares of production forests. However, it is very difficult to mobilize people to register, prepare documents, approve designs, and organize bidding. The Resolution of Dong Giang District Party Committee sets out to plant 800 hectares of large timber forests every year, with the orientation of cinnamon trees, planted for 10-15 years. When people register, the area is scattered and small, does not meet the minimum of 3 hectares, or is outside the planning of 3 types of forests, so it cannot be implemented.

According to Mr. Bao, the district plans 19 thousand hectares of production forest, registering to plant 800 hectares per year; when implementing the forest planting plan, many areas are planted with acacia trees from 3 to 5 years old, unable to participate immediately.

There are cases where people registered to participate in 2023, and identified the area as being within the planned protective forest area; accordingly, in 2024, the district included the target of planting protective forests, but people also had the fear of losing land, the exploitation cycle was only 20% per year... People are still hesitant even though according to regulations, they are supported twice as much.

From a professional perspective, according to Mr. Tran Ut - Deputy Director of the Department of Agriculture and Rural Development, localities have not carefully reviewed the registration of the volume of support for planting production and protective forests. Through working with localities, the registered volume is large (specifically in 2022 and 2023, it is more than 2,447.3 hectares).

The support level for forest protection (400 thousand VND/ha) and forest development (10 million VND/ha) is still low, not encouraging people to participate in forest development projects.

Most of the support items are assigned to the Commune People's Committee, but in the province, most of the commune forestry officers are part-time or part-time, so they lack expertise. Therefore, the implementation of this sub-project is slow and limited.

Determined to do it while there is still room

According to the Provincial Ethnic Committee, the remaining capital that has not been allocated to the districts is more than 104.5 billion VND, and it is not easy to disburse all of this capital. In order to avoid losing capital, in case of force majeure, localities need to flexibly calculate and adjust capital from Sub-project 1 to projects under the National Target Program for Socio-Economic Development of Ethnic Minority and Mountainous Areas.

Agreeing with this proposal, Mr. A Lang Mai - Head of the Provincial Ethnic Minorities Committee also noted that mountainous areas have strengths in developing forestry economy, and support policies are all for this goal.

Therefore, the Department of Agriculture and Rural Development coordinates with localities to review the volume, check the amount of disbursed capital in the allocated capital, and clearly identify the needs to register for use of the remaining capital.

According to Mr. Tu Van Khanh - Deputy Head of the Provincial Forest Protection Department, there is still a lot of room for implementing Sub-project 1 in localities. For the 2024 plan, the possibility of localities registering for forest protection and forest protection contracts is 100% disbursed. The disbursement of other items is about 50%.

To achieve the commitment to disburse 50% by the end of 2024, district-level localities directed the People's Committees of communes as investors to step up propaganda and mobilize people to see the benefits of afforestation and forest restoration, thereby registering to participate.

“According to the Resolution of the 22nd Provincial Party Congress, by 2025, Quang Nam must achieve a forest coverage of 61%. However, by the end of 2023, it will only reach 58.88% (many forest areas were lost due to storms, floods, and landslides in 2020).

With the current progress, by 2025 the expected coverage rate will only reach 59.5%. To achieve the planned forest coverage, we must plant 3,000 hectares of forest each year. If we achieve the target of Sub-project 1 of more than 3,300 hectares, it will contribute to completing the forest coverage target as set out in the resolution of the Provincial Party Committee," said Mr. Khanh.

Vice Chairman of the Provincial People's Committee Tran Anh Tuan requested localities to coordinate with the Department of Agriculture and Rural Development to review and re-evaluate the results and implementation space for forest regeneration projects with additional afforestation, protective forest planting, and production forest planting.

For the allocated capital, with address, and being implemented, it is necessary to urgently complete it to ensure disbursement, with the spirit of not losing capital. For the unallocated capital of more than 104.5 billion VND, it is necessary to clarify the cause, propose methods and solutions to handle it.

The Department of Agriculture and Rural Development and the Provincial Ethnic Committee work with localities to reaffirm their determination to do it when there is room, conditions, and subjects; only when it cannot be done will the capital source be adjusted.
