In recent years, Vinh Phuc has drastically implemented a digital transformation strategy to improve technical infrastructure, improve the quality of public services and change the management methods of government agencies.
With the goal of being in the top 10 in digital transformation nationwide by 2025, Vinh Phuc is promoting the deployment of digital platforms, contributing to improving the efficiency of state management, saving costs and enhancing people's satisfaction.
Up to now, administrative agencies in Vinh Phuc have proactively applied information technology to management, from receiving and handling administrative procedures (AP) to providing online public services. The information system for handling AP has been completed, meeting the requirements for interconnection between provincial, district, and commune levels and connecting with national information systems. More than 700 administrative procedures are provided with full online public services, helping people and businesses save time and effort in handling administrative work.
Promoting digital infrastructure
One of the important factors in digital transformation is building digital infrastructure. Vinh Phuc has actively invested in modern technology platforms to upgrade online transaction systems, develop smart work support tools and improve connections between state agencies. The province has installed and operated the Intelligent Monitoring and Operation Center (IOC), a platform that helps monitor and operate the activities of state agencies effectively and transparently.
The electronic document and digital signature system is strongly applied in administrative agencies, helping to process work faster and more accurately. With the rate of incoming and outgoing documents of the Provincial People's Committee processed through document management software reaching over 99%, Vinh Phuc province is aiming for the goal of not using paper in administrative work.
Strengthen human resource training
Digital transformation cannot lack an important factor: human resources with high qualifications and professional capacity. To improve the quality of work, Vinh Phuc has organized digital skills training courses for cadres, civil servants and public employees. This program not only helps cadres and civil servants grasp the tools and software for their work, but also helps them better understand the importance of digital transformation in improving the quality of public services.
Vinh Phuc also focuses on attracting talents in the fields of information technology and information security to meet the increasing demand for data security and information security in electronic transactions. Universities, colleges and technical training institutions are also encouraged to cooperate with the province in providing training programs related to information technology.
Building digital government
