Vietnam and the former Soviet Union (now the Russian Federation) have a long-standing, traditional cooperative relationship and are comprehensive strategic partners, especially in the field of science and technology, of which nuclear energy is an important element. The Russian Federation is one of the world's leading countries in nuclear technology and radiation safety and nuclear security management. With its outstanding experience and capacity, the Russian Federation has been supporting Vietnam in many areas, from human resource training, technology transfer, to building a legal system and technical regulations.

At the Conference, sharing about “Non-nuclear energy applications of nuclear and radiation technology to promote domestic development”, Mr. Pham Quang Minh - Deputy Director of Vietnam Atomic Energy Institute affirmed: Nuclear and radiation technology has proven its important role not only in the energy sector but also in many other fields such as health, agriculture, industry and environment. Globally, non-energy applications of nuclear technology are contributing to improving productivity, product quality and environmental protection, while opening up new breakthrough development directions.

According to Mr. Pham Quang Minh, to achieve outstanding results in the application of atomic energy in Vietnam over the past years, there has been great support from Russian partners, especially in training human resources and developing infrastructure for nuclear research since the 1980s.

Over the years, the Russian Federation has supported Vietnam in training high-quality human resources in the field of nuclear energy through scholarship programs, expert exchanges and joint research. Notably, the Nuclear Science and Technology Research Center jointly developed by Vietnam and the Russian Federation is a testament to the strong commitment between the two countries in promoting the application of nuclear energy for peaceful purposes.

Sharing the issue of promoting cooperation between Vietnam and the Russian Federation in the field of atomic energy and ensuring nuclear safety and security, Mr. Tran Quang Tuan, Deputy Director of the Department of Radiation and Nuclear Safety (VARANS) said: In the context that the world is facing many challenges in energy security, climate change and increasing demand for energy, the development cooperation between the two countries in the field of atomic energy is of great significance, contributing to global stability and security, in which ensuring radiation safety and nuclear security becomes the top priority.

Mr. Tran Quang Tuan said that the two sides need to focus on: sharing experiences and providing technical support in law making and enforcement. Promoting cooperation in training and developing human resources, especially in-depth training in radiation and nuclear safety, especially in the field of risk management, response to radiation and nuclear incidents.

In addition, it is necessary to strengthen cooperation in scientific research and technology development. Research cooperation will help both sides develop advanced technological solutions, meeting the requirements of safety and efficiency in the use of nuclear energy and radiation applications, contributing to Vietnam's gradual mastery of technology. Strengthen cooperation in incident response and risk management, accordingly, it is necessary to build close coordination mechanisms to be ready to respond to emergency situations, ensuring safety and security for people and the environment.

At the Workshop, experts, scientists and businesses from Vietnam and the Russian Federation discussed and updated the latest advances and found optimal solutions to put nuclear and radiation technology into practice in the most effective way.
