Develop a professional, synchronous and effective emergency care system

NDO - In the era of building a green and safe life, Vietnam needs to focus on ensuring medical safety for the community, including organizing a national-scale pre-hospital emergency system with nationwide coverage similar to that of developed countries to avoid deaths or disabilities due to delayed access to medical care or improper spontaneous transportation.


On the morning of March 21, the Ministry of Health held a workshop to develop an out-of-hospital emergency project for the period 2025-2030 to develop a professional out-of-hospital emergency system to promptly provide high-quality and effective emergency services in emergency situations in accordance with the characteristics of the health system and geography of provinces and cities, contributing to improving the effectiveness of health care for people.

On March 11, 2025, the Ministry of Health issued a Plan to develop a Project for out-of-hospital emergency care for the period 2025-2030, in which the Department of Medical Examination and Treatment Management was assigned to take the lead and coordinate with relevant units to develop the project.

As planned, the project will be submitted to the Ministry of Health for approval in June 2025, creating the basis for the synchronous and effective implementation of the out-of-hospital emergency system nationwide.

In addition to exchanging experiences, delegates and experts participating in the event contributed ideas and shared experiences to support the Ministry of Health in building a complete legal framework to facilitate out-of-hospital emergency operations. This includes regulations on organization, operation, human resource training, as well as financial mechanisms to ensure the sustainability of the system.

Professor, Dr. Tran Van Thuan, Deputy Minister of Health, Chairman of the National Medical Council, said that the 2023 Law on Medical Examination and Treatment stipulates that emergency activities include emergency care at medical examination and treatment facilities and emergency care outside hospitals. Medical examination and treatment facilities are responsible for prioritizing human resources, medical equipment and drugs to ensure emergency care for patients, and at the same time, transferring emergency patients between appropriate medical facilities.

In addition, the 2024 Law on Road Traffic Safety also clearly stipulates the responsibility of medical facilities in organizing human resources and means to be ready to respond at the scene, perform first aid, transport and rescue victims immediately upon receiving information about traffic accidents.

Realizing the importance of emergency care, over the years, the Ministry of Health has focused on directing and strengthening the emergency and intensive care system, including out-of-hospital emergency care.

Since 2008, the Ministry has issued the Regulations on Emergency, Intensive Care and Anti-Poisoning, and has issued documents guiding and directing 115 emergency units and medical examination and treatment facilities to organize emergency activities in a timely and continuous manner, ensuring 24/7 operation to meet people's needs.

However, despite many efforts, the current emergency care system still has many limitations, including: The legal basis and policies are not yet complete; The organization and emergency care network are not yet synchronized, not meeting actual needs; Facilities and equipment are not adequate and human resources are lacking in quantity and limited in expertise.

To meet the needs of the people, Deputy Minister Tran Van Thuan suggested focusing on research and developing a modern network of outpatient emergency services, applying digital technology in coordinating and connecting emergency units with the health system, as well as support forces such as police, fire brigade, etc. At the same time, building a public-private partnership model in the field of outpatient emergency services is also an important solution, helping to mobilize resources and improve service quality.

Developing a professional, synchronous and effective emergency response system not only contributes to improving the quality of health care for the people but also helps reduce the burden on medical facilities, optimize resources, and move towards a modern healthcare system that proactively responds to all emergency situations.

Vingroup Corporation signed a Memorandum of Understanding on cooperation to pilot foreign emergency care with Hai Phong, Ha Tinh, Khanh Hoa and Kien Giang.

Responding to the policy of the Ministry of Health, at the conference, through Thien Tam Fund, Vingroup Corporation announced a sponsorship of 1,000 billion VND to support the implementation of the National Outpatient Emergency Project, period 2025-2030; at the same time, signed a Memorandum of Understanding (MOU) to pilot the implementation with 4 localities: Hai Phong, Ha Tinh, Khanh Hoa and Kien Giang. This is an important step to gradually build an effective outpatient emergency model, suitable to the practical conditions of each locality.

Vingroup will support and invest in upgrading emergency equipment, specialized ambulances, training medical staff, rescue forces and the community in first aid techniques, sponsoring training equipment and a number of other items.

The Group will also consider investing in installing automatic defibrillators (AEDs) at important public places such as train stations, wharves, airports and schools, helping to increase the chances of survival for cardiovascular stroke cases according to the Ministry of Health's policy.

In addition, Vingroup will also participate in supporting the construction of a communication and emergency coordination system, facilitating rapid connection between emergency units and hospitals.

In the four localities mentioned above, Vingroup supports the overall planning of the pre-hospital emergency system (divided into implementation phases); supports resources to build and enhance the capacity of the 115 Emergency Center; and supports training to build a community emergency network.

Investment items include: ambulances, emergency equipment; training in emergency/first aid capacity for medical staff, rescue forces, and the community; equipment for emergency/first aid training; building a system to coordinate emergency call response ; monitoring, evaluating, and building projects to improve the quality and capacity of pre-hospital emergency operations.
