Prioritize investment capital for science and technology, digital transformation and innovation

On the afternoon of February 7, within the framework of the 42nd Session, under the direction of Vice Chairman of the National Assembly Nguyen Duc Hai, the National Assembly Standing Committee officially passed the Resolution on principles, criteria and norms for allocating public investment capital for the period 2026 - 2030. This Resolution is expected to create a strong shift in public investment, aiming to promote economic growth and sustainable development through a focus on science and technology, digital transformation and innovation.

According to Minister of Planning and Investment Nguyen Chi Dung, the draft Resolution is built on the basis of inheriting Resolution No. 973/2020/UBTVQH14, and at the same time adjusting according to the Law on Public Investment No. 58/2024/QH15. The focus of investment is determined to focus on projects that have a major impact on the socio-economy and ensure national security. In particular, priority areas include national target programs and important projects such as developing strategic transport infrastructure, highways, urban railways and inter-regional infrastructure connections; science and technology, innovation, semiconductors, nuclear energy and digital infrastructure; education and training of high-quality human resources to meet the needs of sustainable development; national defense, security and justice to ensure stability and development of the country.

Some special priority projects in the 2026-2030 period include investment in developing high-tech research centers, expanding the urban railway network to reduce traffic pressure and environmental pollution, as well as accelerating the digital transformation process in state administrative agencies. At the same time, the semiconductor microchip sector is identified as one of the important priorities to ensure technological initiative in the digital age. Focusing on investment in scientific research, especially core technologies, will help Vietnam improve its competitive position in the region and the world.

Chairman of the Finance and Budget Committee Le Quang Manh emphasized that this Resolution has been carefully reviewed to overcome the situation of scattered and unfocused capital allocation in the previous period. Investment principles have been adjusted to focus on projects with high spillover effects, avoiding investment according to the average mechanism without high efficiency. For local budgets, the Resolution requires focusing on investment in projects with great impact on the regional socio-economy, limiting the situation of fragmented and unsynchronized investment. Focused and key investment not only helps to improve capital efficiency but also creates greater added value for the economy.

Discussing at the meeting, National Assembly Chairman Tran Thanh Man emphasized that in the 2026-2030 period, the allocation of public investment capital must ensure transparency, fairness and efficiency. He also noted the need to overcome the slow disbursement of foreign capital, currently only reaching 52.7% of the plan, while increasing investment in science and technology, digital transformation and innovation, considering these as key factors to help Vietnam catch up with global development trends and enhance competitiveness in the digital age. Some proposed solutions to improve disbursement speed include promoting administrative procedure reform, enhancing the implementation capacity of project management agencies and applying information technology in monitoring investment progress.

After discussion and adjustment, the National Assembly Standing Committee officially passed the Resolution with 100% of the members present in agreement. The National Assembly Standing Committee assigned the Finance and Budget Committee to preside over and coordinate with the Law Committee and the Ministry of Planning and Investment to collect comments and complete the draft Resolution before submitting it to the National Assembly Chairman for signing and promulgation.
