PV: Aiming to build a sustainable agricultural development, Dien Bien province has focused on developing key agricultural products associated with processing and consuming products based on the province's potential strengths. So, Madam, what solutions has the Department of Agriculture and Environment of Dien Bien province implemented to achieve this goal?

- Ms. Chu Thi Thanh Xuan: To implement the orientation of developing high-tech, safe and organic agriculture associated with production and consumption, the Department of Agriculture and Environment of Dien Bien province has been implementing many specific solutions:
Restructuring the agricultural sector and converting the structure of crops and livestock: Dien Bien focuses on forming concentrated, high-quality agricultural commodity production areas.
The main production areas include: Rice: About 4,000 hectares in Dien Bien, Tuan Giao, Muong Ang districts and Dien Bien Phu city. Shan Tuyet tea: 600 hectares in Tua Chua district, produced in an organic direction. Coffee: 3,000 hectares in Muong Ang and Tuan Giao districts. Macadamia: 10,000 hectares in Tuan Giao, Dien Bien, Dien Bien Dong. Vegetables: 230 hectares in Dien Bien, Tuan Giao districts and Dien Bien Phu city. Fruit trees: 3,000 hectares in Dien Bien, Muong Ang and Tuan Giao districts.
Encouraging the application of high technology in agricultural production: The Department of Agriculture and Rural Development coordinates with enterprises and organizations to implement high-tech application models. A typical example is the model of applying biological products in organic rice production in Thanh Chan commune, helping to reduce the amount of inorganic fertilizers and increase the use of biological products, improving product quality.
Support the development of collective economy and cooperatives: Encourage the establishment of agricultural cooperatives and provide preferential policies, especially on investment capital. This aims to create links in agricultural production along the value chain, ensuring stable output for products.
Training and awareness raising for farmers: Training courses are organized to guide farmers in applying technical advances and new technologies in production. Organizing training courses on safe vegetable production, helping farmers improve their knowledge and farming skills, ensuring product quality.
Building and replicating clean and sustainable agricultural production models: Dien Bien is determined to continue building and replicating high-tech agricultural models to increase productivity and product quality, meet market demand and increase people's income.
The above solutions demonstrate Dien Bien province's determination to develop agriculture in a modern and sustainable direction, contributing to improving people's lives and promoting the local socio-economy.
PV: Applying high technology and improving product quality is also an investment in building brands and unique features for local products. Can you share about this issue?
- Ms. Chu Thi Thanh Xuan: With the support of technology, many agricultural products of Dien Bien have improved in quality and started to have their own brands, such as Dien Bien rice, macadamia, coffee, tea or herbal products. These products not only help increase economic value but also enhance the awareness and pride of ethnic minority communities in their own products.

In the coming time, to promote the achieved results, the agricultural sector will continue to research and advise on the application of advanced agricultural production solutions to production to improve productivity and economic efficiency, bringing added value to producers.
Specifically, coordinating with mass organizations and socio-political organizations to strengthen propaganda on the policy of developing agricultural production in the direction of promoting the potential strengths of the locality in terms of land, weather, climate, and adaptability of crops and livestock to continue to replicate effective models and projects; especially effectively utilizing financial resources of programs and projects such as National Target Programs to continue to develop and expand potential and well-adapted plants and animals to promote efficiency in agricultural production in the province, towards export (coffee, macadamia, mango, cinnamon, etc.).
Focus on investment in chain production of some key products in the direction of high quality such as: high quality rice; Shan Tuyet tea; tea coffee; raising large livestock and poultry... to increase value and develop sustainably, taking advantage of natural conditions and local labor structure.
The subjects participating in agricultural production often have limited qualifications and awareness. Therefore, the transformation of production structure to increase value requires time as well as investment potential, because in agricultural production, although there are some typical and advanced models that can be replicated, the investment capacity of this subject is often limited in terms of capital, while the mechanism to access some loan sources still has many conditions that are difficult to meet; therefore, continuing to research and advise on the development of mechanisms and policies to attract investment in high-tech agricultural production also needs attention.
It can be seen that high-tech production models have brought many practical benefits in improving the lives of people in Dien Bien province. However, to achieve long-term effectiveness, it is necessary to continue investing in infrastructure, skills training and financial support to help people access and maintain these models.
PV: What recommendations do you have to achieve the goal of developing high-tech, safe, and organic agricultural production to promote output for local key products?
- Ms. Chu Thi Thanh Xuan: To complete the goal of developing high-tech, safe and organic agricultural production, while improving the lives of ethnic minority people, I would like to send some recommendations to the Central Government and ministries:
Increase investment in rural infrastructure: Propose that the Central Government and ministries increase investment in infrastructure in ethnic minority areas, including transportation systems, electricity, water, and agricultural processing facilities to improve production and consumption conditions of agricultural products, while reducing transportation costs and improving economic efficiency.
Technology transfer and human resource training: Propose to develop training programs on high-tech, safe and organic agriculture for farmers in ethnic minority areas. Create agricultural technology transfer centers in remote provinces. To help people access and apply new farming techniques, improve productivity and quality of agricultural products.

Financial and credit support: The Government and relevant ministries should have preferential credit support policies for high-tech, safe and organic agricultural production projects in ethnic minority areas. In addition, there should be support funds for the development of cooperatives and sustainable agricultural production models. In order to help people access loans with low interest rates to invest in high-tech agricultural production, thereby improving their lives and incomes.
Developing agricultural value chains: It is recommended that ministries and sectors promote the development of organic and safe agricultural product value chains, from production, processing to consumption. Create links between businesses, cooperatives and people to develop sustainable markets. In order to increase the value of agricultural products, expand consumption markets and create opportunities for farmers to increase their income.
Environmental protection and sustainable agricultural development: The Central Government and ministries should implement environmental protection policies in agricultural production, encourage organic agricultural models, reduce the use of chemicals, protect land and water resources. To ensure sustainable agricultural production, while protecting public health and improving product quality.
Building brands for agricultural products of ethnic minority areas: Proposing the Central Government and ministries to support, build and promote brands for agricultural products typical of ethnic minority areas, and at the same time support the granting of product quality certifications such as organic certification, food safety, OCOP products (one product per commune). To increase the commercial value, build consumer trust and expand the market for agricultural products and specialties of ethnic minority areas.
Building agricultural cooperative models: Encourage the development of high-tech agricultural cooperative models, helping people unite, share resources, knowledge and experience in agricultural production. Create links between farming households to reduce costs, increase productivity and improve access to consumer markets.
Promote the application of science and technology: Strengthen research and development (R&D) in the field of high-tech agriculture, from plant and animal varieties to smart production solutions, saving water and energy. Improve productivity and product quality, minimize negative impacts from climate change, and develop smart and efficient agricultural production models.
