Implementing the theme "Innovation, quality improvement, solidarity and discipline", in the 2024-2025 school year, one of the 12 important tasks identified by the Education and Training sector is to effectively implement the 2018 General Education Program for all classes, especially grades 5, 9, and 12; strengthen innovation in teaching and assessment methods towards developing students' qualities and abilities.
According to the Ministry of Education and Training, all levels of education and training need to focus on improving the quality of teaching and learning foreign languages, especially English; focusing on research and developing projects and plans to gradually make English the second language in schools.
As the first year of the high school graduation exam according to the 2018 General Education Program, the Ministry of Education and Training set out the task of preparing well the conditions to organize the exam to ensure safety, seriousness and objectivity; analyze, evaluate and effectively exploit the high school graduation exam results database to serve professional management and promulgate high school teaching and learning policies in localities and educational institutions.
The Ministry also determined to organize well the national excellent student exam and participate in the international Olympic competitions in 2025; research and propose plans to continue training and fostering students who have won high prizes at the international Olympic competitions to promote their qualities and abilities.
In addition to improving the quality of education, the Ministry has identified a very important task, which is to develop a team of teachers, lecturers and managers to ensure sufficient quantity and improve quality, meeting the requirements of educational and training innovation. Accordingly, it will recruit, manage and effectively use the teacher quota assigned in Decision No. 72-QD/TW dated July 18, 2022 of the Politburo, overcoming the shortage of teachers, especially preschool teachers and teachers of subjects according to the 2018 General Education Program.
The whole sector has done a good job of identifying needs for recruiting and training pedagogical students, ensuring adequate structure, quantity and quality of the teaching staff to meet the requirements of educational innovation; continuing to implement the roadmap to improve the standard training level of teachers; effectively implementing the Project to Improve the Capacity of Teaching Staff and Management Staff for the 2019 - 2030 period; researching and developing Projects to develop the teaching staff and management staff of educational institutions for the 2026 - 2030 period with a vision to 2045.
Regarding the effective use of the state budget and the mobilization of investment resources for education, the Ministry identifies the key task and solution as ensuring that the actual budget for education and training is at least 20% of the total state budget expenditure in accordance with the spirit of Resolution No. 37/2004/NQ-QH11, the 2019 Education Law, Resolution 29-NQ/TW and Conclusion No. 91-KL/TW of the Politburo.
One thing to note is to properly implement regulations on revenues in the education and training sector for the 2024-2025 school year, and strengthen state management according to decentralization for revenues according to regulations.
