On the afternoon of February 21, information from the Ministry of Education and Training said that the Ministry has just issued a Decision to establish an inspection team to implement Circular No. 29/2024/TT-BGDDT regulating extra teaching and learning.
The inspection team is responsible for inspecting the implementation of Circular No. 29/2024/TT-BGDDT of the Ministry of Education and Training regulating extra teaching and learning according to the direction of the Prime Minister in Official Dispatch No. 10/CD-TTg dated February 7, 2025; regulations on inspection work of the Ministry of Education and Training issued together with Decision No. 1489/QD-BGDDT dated May 24, 2023 of the Minister of Education and Training and other relevant legal regulations.
The inspection period is from February 20 to March 20, 2025.
Circular 29/2024/TT-BGDĐT of the Ministry of Education and Training takes effect from February 14. The new regulations on extra teaching and learning in this circular have attracted special attention from the public, especially teachers, parents and students.
This is the first time the Ministry of Education and Training has issued a circular clearly stipulating 3 cases where extra teaching and learning are not allowed, including: Primary school students (except for training in arts, sports, and life skills training); teachers currently teaching at schools are not allowed to teach extra classes outside of school and collect money from students they are teaching; teachers at public schools are not allowed to participate in the management and operation of extra classes outside of school, but can participate in extra classes outside of school.
This is also the first time the Ministry of Education and Training has included extra-curricular teaching and learning activities in the list of conditional business activities.
Accordingly, organizations or individuals that organize extra classes outside of school and collect money from students must register their business according to regulations.
