In recent times, the work of preventing corruption and negativity has continued to be promoted, increasingly drastic and synchronous, achieving many comprehensive results at both the central and local levels.
One of the notable information is that the Central Executive Committee, Politburo, Secretariat, and Central Inspection Commission have disciplined 19 officials under the management of the Politburo and Secretariat. Of these, for the first time, 6 officials were disciplined for violations in asset and income declaration.
Asset declaration has "permeated" the whole system.
Declaration of assets and income is one of the most important measures to help detect corruption as well as ensure the effective recovery of corrupt assets. This is a measure that we have had to be extremely determined and persistent in over the past many years.
The issue of declaring and controlling assets and income was first mentioned in Resolution No. 14 dated May 15, 1996 of the Politburo. Specifically, the Politburo requested to " implement the declaration of income and real estate of officials and civil servants, first of all for the following subjects: Officials and civil servants from district level and above to senior leaders of the Party and State ".
That policy has been persistently and consistently implemented for nearly 30 years, reflected in many resolutions and directives of the Party, and institutionalized into regulations in the 1998 Anti-Corruption Ordinance to the 2005 and 2018 Anti-Corruption Laws. It is not an easy task, but requires steadfastness and perseverance to gradually change awareness, consciousness, methods and ways of doing things.
Resolution No. 04 dated August 20, 2006 of the 3rd Conference of the 10th Party Central Committee on strengthening the Party's leadership in the work of preventing and combating corruption and waste also clearly stated:
“ In the Party, build and implement a mechanism for Party members who are cadres and civil servants who are required to declare their assets according to the provisions of the Law on Anti-Corruption, must publicly declare their assets in the Party cell, and members of the Party Committee must also publicly declare their assets in the Party Committee; must explain the origin of their assets at the request of the competent Party organization; in case they cannot explain in a transparent and reasonable manner, they will be considered for Party, government and mass organization discipline. Moving forward, all Party members who are cadres and civil servants must declare their assets and income, publish them in the Party cell, Party Committee and explain the origin of their assets and income when requested ."
It can be seen that controlling the assets and income of party members, especially those holding positions and powers in the political system, is always the most difficult and complicated issue because it is directly related to the interests of each individual.
Therefore, debate and even reaction are natural and not without a long period of time, asset declaration is seen as a measure that is still too formal and ineffective.
However, step by step, the spirit of the resolutions and legal regulations has "permeated" the entire system, becoming increasingly effective and receiving great attention and support from the people. Asset declaration has become a normal task for cadres and party members.
First of all, the honesty of asset declaration depends on the sense of responsibility of each cadre and party member. Each time a cadre or party member puts pen to paper on the declaration, it is a time for the cadre or party member to examine himself, to self-reflect, to self-correct in order to self-control and prevent early and far-reaching.
From propaganda and dissemination to unify awareness to persistent and widespread implementation, asset and income declaration and control gradually become a routine and habit for cadres and party members.
In some places, leaders have even voluntarily requested to have their assets and income verified to demonstrate their self-awareness and transparency before the Party and the people. On the other hand, verification to track down those who deliberately violate and lie for strict handling has been and is being strengthened.
A warning to those who still intend to conceal and violate
The fact that a series of officials have been punished for violations in asset declaration in the past is a warning to those who still intend to conceal or violate. The punishment will not only stop at strict disciplinary measures but will also move towards handling assets of unclear origin; not only stopping at current officials and party members but also retired ones.
The case of former Hai Phong City Police Director Do Huu Ca may not only stop at the fraudulent act of "fixing a case" but also continue to "decode" to handle the huge amount of assets that the prosecution agency discovered during the investigation of the case.
The investigation agency has temporarily seized many objects and assets including Vietnamese Dong, foreign currency, jewelry, gold-colored metals, land use right certificates, land use right certificates and assets attached to land in the names of Mr. Do Huu Ca and his wife Vu Thi Loc and other individuals; savings books in the names of Vu Thi Loc and other individuals.
The defendant explained that this amount of assets was "saved from his salary during his time working in the police force, his parents' inheritance, holiday and Tet gifts from units, and from Mr. Ca's and Ms. Loc's personal business projects and real estate."

Over the past 30 years, we have said, done, been effective and will do even more strongly in the future.
