From the 2025-2026 school year, grade 6 enrollment will be conducted according to the selection method and criteria guided by the Department of Education and Training, ensuring fairness and suitability with the local situation.


The above regulation was stated by the Ministry of Education and Training in Circular 30/2024 - regulations on secondary and high school enrollment from 2025 onwards, recently issued.

The Circular adds that the admission subjects are students who have completed the illiteracy eradication program phase 2, and are of age to enter grade 6 according to the regulations of the Charter of junior high schools, high schools and general schools with multiple levels.

The new circular provides more specific regulations on the method of admission to grade 6 of secondary schools on the basis of ensuring compliance with the Law on Organization of Local Government, Decentralization of Management and the new general education program to reduce pressure on students, parents and educational institutions.

Accordingly, admission to grade 6 of secondary schools is carried out by the selection method. The selection criteria are specifically guided by the Department of Education and Training, ensuring that the selection process is fair, objective, transparent, and appropriate to the actual situation in the locality.

For secondary schools and general schools with many levels of education, including secondary schools belonging to universities, colleges, and research institutes, the admission criteria are guided by the managing unit or the Department of Education and Training.

The new circular also reduces administrative procedures in enrollment registration. Accordingly, enrollment registration for secondary schools is organized online. In cases where the conditions for online enrollment registration are not met, enrollment registration can be done in person or by post.

According to information from the Ministry of Education and Training, Circular 30/2024 is built on the principle of inheriting the appropriate contents of Circular No. 11/2014, adding new regulations suitable for the educational and social context. The new Circular is built according to 3 principles:

Firstly, not causing costly pressure on parents, students and society; with the spirit of streamlining, minimizing administrative procedures; in line with the policy of digital transformation in the field of education and training.

Second, it has the effect of promoting comprehensive educational activities, initially preparing students with qualities and abilities to be qualified to study at higher levels or to be able to study a profession according to career orientation and streaming. In addition, the exam subjects and admission methods must also be linked to the process of regular testing and assessment with periodic testing and assessment; in line with the trend of innovation.

Third, ensure the implementation of state management functions at the macro level; develop unified regulations nationwide; at the same time, well implement the principle of decentralization, delegation of power, and clearly define the authority and responsibility of the Ministry of Education and Training, localities, universities, colleges, and research institutes.
