From March 1, the Customs Department under the Ministry of Finance is organized from central to local levels according to a 3-level model including: Customs Department, 20 regional customs branches, 165 border gate/outside border gate customs offices.
Decision No. 382 of the Ministry of Finance stipulating the functions, tasks, powers and organizational structure of the Customs Department takes effect from March 1, 2025.
Accordingly, the Customs Department is organized from the central to local levels according to a 3-level model, including 12 units at the central level, 20 regional customs branches, and 165 border gate/outside border gate customs offices.
Each regional customs branch is organized with an average of no more than 8 offices/departments/professional teams. In addition to some regional customs branches whose management area is within 1 province/city (such as Regional Customs Branch II managing the area of Ho Chi Minh City, Regional Customs Branch VIII managing the area of Quang Ninh province, Regional Customs Branch XVIII managing the area of Dong Nai province), there are branches managing the areas of 7 provinces/cities (Regional Customs Branch XIX managing the areas of Can Tho, Ca Mau, Hau Giang, Vinh Long, Tra Vinh, Soc Trang, Bac Lieu provinces).
Border/outside border customs do not organize internal units, working under a specialist regime.
Regional customs branches, teams under regional customs branches and border gate/outside border gate customs under regional customs branches have legal status, seals, and are allowed to open accounts at the State Treasury in accordance with the provisions of law.
