At the conference, Director of the Hanoi Department of Education and Training Tran The Cuong said that at the beginning of the new school year, the sector has issued documents to guide, deploy, and thoroughly grasp each specific content for educational institutions to implement. However, Hanoi has a large number of schools, a large number of students (nearly 2.3 million), besides dedicated teachers, schools that make efforts to teach, there are still places where some unfortunate incidents occur.

Mr. Cuong believes that in all incidents and situations in schools, the interests of students must be put first. For no reason, teachers or school administrators can use insulting words or actions to "suspend students from school". For example, the incident at Lac Long Quan High School, due to conflicts with parents, led to the suspension of students from school.

More than anyone else, in school, teachers must love their students and behave appropriately. Of course, students who violate discipline must still be punished in the spirit of deterrence and education to guide them to practice better personalities.

" In schools, there are slogans of Discipline, Love, Responsibility. I think that love should be put first ," said Mr. Cuong, while affirming that he will strictly handle and not cover up violations that affect the reputation of the teaching profession.

Do not insert linked teaching hours into the main course

Regarding the issue of joint teaching, Mr. Dao Tan Ly - Head of the Department of Primary Education requested that educational institutions organizing extracurricular activities must fully implement compulsory lessons, without cutting or reducing the program. At the same time, they must ensure that all work quotas for general education teachers are met. According to current regulations, primary school teachers teach 23 lessons/week.

The Hanoi Department of Education and Training also requested that the Departments of Education and Training thoroughly inform each school that the organization of extracurricular activities must ensure the spirit of voluntariness. The school principal is responsible for surveying and synthesizing the need to participate in extracurricular activities, and developing a plan to implement extracurricular activities.

Recently, public opinion has reflected on the implementation of extracurricular activities but not ensuring the spirit of volunteerism, causing many parents to be upset. Therefore, schools do not schedule extracurricular activities in between regular classes if the class does not have 100% of students participating. The arrangement of the timetable also needs to be scientific, not causing overload for students.

Preventing illegal preschools

To prevent illegal preschools, Ms. Hoang Thanh Huong - Head of the Preschool Education Department, requested that the Departments of Education and Training strengthen coordination with local authorities and establish interdisciplinary inspection teams to regularly inspect the operations of educational facilities in the area.

During the inspection, if violations are discovered, it is necessary to resolutely handle them and have a thorough post-inspection process to ensure that the facility has complied with the regulations. Avoid the situation of issuing a notice of suspension but not checking afterwards, so that the facility remains open to children. When ceasing operations, units must pay attention to the rights of children and workers at that facility.

The problem of students using phones in school

Leaders of the Hanoi Department of Education and Training require schools to establish hotlines and suggestion boxes to promptly receive and handle incidents that may cause outrage, while promoting solutions to ensure safety and build school culture.

Mr. Cuong added that the current regulations allow students to use their phones for study purposes or for parents to contact them for pick-up and drop-off. However, students bringing their phones into class has caused many students to play video games, surf social networks, and neglect their studies. Schools need to have regulations, requiring students to turn off their phones or deposit them in a safe place from the beginning of the class until the end of the class before taking them back. All school rules and regulations must ensure the most effective teaching and learning.

In addition, to promptly rectify issues related to revenue, expenditure, and extra teaching and learning, in the coming time, the Department will establish inspection teams to inspect the implementation of the contents and strictly handle units that commit violations.
