(Dan Tri) - On February 11, a person claiming to be a parent of Mo Lao Secondary School, Ha Dong, Hanoi, "accused" of being forced to sign a voluntary paper to let their child take extra classes at the school. The information was widely shared on social networks.
"I am a parent. Last Monday, I had to go to the school for an extraordinary parent meeting so that the homeroom teacher could announce that they would continue to teach extra classes in the afternoon for a fee (main classes in the morning) and force parents to sign a voluntary registration form for extra classes," this account said.
According to information posted by this account, parents suspect that this is an ambiguous move by the school to deliberately oppose and circumvent the law when organizing an "unusual" parent meeting related to extra classes.
Responding to Dan Tri reporters this afternoon, the leader of the Department of Education and Training of Ha Dong district said this was a misunderstanding.

According to the Head of the Ha Dong Department of Education and Training, right after Circular No. 29/2024/TT-BGDDT, regulations on extra teaching issued by the Ministry of Education and Training, on February 10, the Department of Education and Training held a meeting to disseminate information throughout the district, requiring schools to comply with the regulations of the Ministry of Education and Training.
"The school's implementation of 2 sessions/day and charging for afternoon classes is in accordance with the regulations of the Ministry of Education and Training in Circular 29/2024.
Before implementing this policy, the school sought parents' opinions. I think the information posted on social media is not entirely accurate," Ms. Hang said.
Previously, in response to the press, the school leader said that there was no such thing as forcing extra classes. According to this leader, Official Dispatch 7291/BGDĐT-GDTrH dated November 1, 2010 on teaching two sessions/day stipulates that if secondary schools have sufficient facilities, this organization will only be implemented when students have the need and parents agree.
Therefore, on the afternoon of February 10, the school held a meeting with parents to get their opinions. If parents volunteer, the school will organize it, otherwise it will stop. Currently, 28/33 classes have submitted minutes, of which 100% of parents agree.
Implementing the Prime Minister's direction and practical requirements, on December 30, the Ministry of Education and Training issued Circular No. 29/2024/TT-BGDDT, regulating additional teaching.
The new point in Circular 29 is that no extra teaching or learning is allowed for primary school students, except for cases of training in arts, sports, and life skills; no extra teaching for students whose schools have organized 2 sessions/day.
Extra teaching and learning in schools must not collect money from students and is only for 3 groups of students, those under the responsibility of the school: students whose final semester's study results are not satisfactory; students selected by the school to train excellent students and final year students who voluntarily register to review for entrance exams and graduation exams according to the school's educational plan.
The Ministry of Education and Training said that the new regulation aims to ensure students' rights and avoid teachers "pulling" students out of class to teach extra classes.
