(Dan Tri) - The document signed by Director of Hanoi Department of Education and Training Tran The Cuong on February 11, requires educational institutions to comply with regulations of the Ministry of Education and Training.
According to this document, the Department of Education and Training requests the Department of Education and Training, schools, general education institutions, vocational education and continuing education centers in the city to seriously and fully implement the contents of Circular No. 29/2024/TT-BGDDT, dated December 30, 2024 of the Ministry of Education and Training regulating extra teaching and learning.
The Department also requires localities and educational institutions in the area to disseminate and propagate to cadres, teachers, staff, students and parents regulations on extra teaching in accordance with regulations.
"During the implementation process, if there are any difficulties or problems, it is necessary to promptly inform the Department of Education and Training through the Secondary Education Department," the Department's document stated.

Previously, on December 30, the Ministry of Education and Training (MOET) issued Circular 29 regulating extra teaching and learning.
The new circular stipulates 3 subjects that are the responsibility of the school and are not allowed to collect money from students, including: students whose final semester subject results are not satisfactory (equivalent to the weak level according to the old program), students selected by the school to foster excellent students and final grade students who voluntarily register to review for entrance exams and graduation exams according to the school's education plan.
These three subjects are the responsibility of the school to train and are included in the school's educational plan to meet the school's educational goals, ensure the rights of all students to meet the program's requirements and not collect tuition fees from students.
Notably, the Circular stipulates that teachers are not allowed to teach extra classes outside of school for money from students they are teaching at school.
In addition, the Circular stipulates that extra classes are arranged by subject for each grade level. Each class has no more than 45 students according to the regulations of the General School Charter.
In one week, each subject will have no more than 2 additional periods to ensure that it does not exceed the average number of periods of subjects according to the regulations of the general education program.
Schools are not allowed to schedule extra classes in between the regular curriculum to limit the negative effects of forcing students to take extra classes. At the same time, they are not allowed to teach extra content ahead of the subject program distribution in the school's education plan.
On February 9, answering reporters, the Deputy Minister of Education and Training said that Circular No. 29 was issued to manage extra teaching and learning, not to "ban" it.
The new regulation aims to ensure students' rights and avoid teachers "pulling" students out of class for extra lessons.
