The Prime Minister requested that the two provinces of Cao Bang and Lang Son must be determined to clear and hand over 100% clean land to contractors to implement the construction of the two expressway projects Dong Dang - Tra Linh and Huu Nghi - Chi Lang before March 31, 2025.


On March 11, the Government Office issued a document conveying Prime Minister Pham Minh Chinh's direction on the investment project to build the Dong Dang (Lang Son province) - Tra Linh (Cao Bang province) expressway and the Huu Nghi - Chi Lang border gate expressway project under the public-private partnership (PPP) form.

Accordingly, regarding compensation, support and resettlement, the Prime Minister requested the Chairman of the People's Committee of Cao Bang province and the Chairman of the People's Committee of Lang Son province to strictly implement the Prime Minister's direction in Official Dispatch No. 80 of 2024.

In particular, focus on promoting propaganda and mobilization for households and individuals affected by the two relocation projects.

Determined to clear and hand over 100% clean land to contractors to implement construction of 2 projects before March 31, 2025.

During this period, all work of relocating technical infrastructure works and relocating medium and low voltage power lines in the two provinces must be completed.

Regarding construction work and project adjustment procedures, the Prime Minister directed the investor (Deo Ca Group Joint Stock Company) to enhance its sense of responsibility and fulfill its commitment to the Prime Minister on the progress of completing and opening the projects to traffic in 2025.

Focus on maximum resources, equipment, overtime, and shift work to speed up project construction progress.

The Chairman of the People's Committee of Cao Bang province and the Chairman of the People's Committee of Lang Son province, as heads of state management agencies, are responsible to the Prime Minister for inspecting, supervising and directing investors, relevant agencies and units to complete the projects in 2025.

The Chairman of Lang Son Provincial People's Committee reported to the competent authority (Provincial People's Council) to consider and decide to adjust the policy of the Huu Nghi - Chi Lang border gate expressway project in the form of public-private partnership (PPP) in accordance with regulations and authority, to be completed in March 2025.

In case of exceeding authority or encountering difficulties or problems, report and propose to the competent authority for timely handling, so as not to affect the project progress.

The Prime Minister requested localities, investors, contractors, relevant agencies and units to strictly fulfill their responsibilities committed to the Prime Minister to complete the projects in 2025.

The Dong Dang - Tra Linh Expressway project has a total length of 121km, divided into 2 investment phases. After completion, this expressway will shorten the travel time from Cao Bang to Hanoi and vice versa from 6-7 hours to about 3.5 hours.

The Huu Nghi - Chi Lang border gate expressway project is invested in the form of BOT (build - operate - transfer). The project is implemented in the districts of Chi Lang, Cao Loc, Van Lang and Lang Son city; with a total length of nearly 60km.
