Synchronously deploy measures to minimize food poisoning

The plan aims to strengthen the synchronous implementation of active and proactive preventive measures, timely detection to minimize and limit food poisoning (FSP) and foodborne diseases occurring in the city; strengthen the effectiveness of state management; raise awareness, promote the role and encourage people's participation in FSP prevention activities, create positive changes in ensuring food safety (FS), contribute to protecting and caring for people's health, and ensuring consumer rights.

Accordingly, regarding direction and management: strengthen leadership and direction of functional agencies to continue to seriously and fully implement the responsibility of food safety management in accordance with the provisions of law. Promote the role and responsibility of leaders in leading and directing food safety work in the fields and areas under their management. Continue to improve and enhance the quality of activities of the Food Safety Steering Committee at all levels; Strengthen the team investigating and handling food safety incidents and provide training to improve skills in investigating and handling food safety incidents, monitoring food safety risks, preventing food safety incidents and foodborne diseases.

Information and communication work : strengthen information and communication work, combine forms and digital media. Deploy peak periods of communication to ensure food safety and prevent food poisoning; organize conferences, seminars, competitions, and dramatizations to learn about the provisions of the Food Safety Law. The content of communication needs to be diverse and rich; communication campaigns need to have a focus, key points, suitable to the conditions and actual situation in the locality.

Monitoring and sampling to assess food safety risks: regularly assess food safety risks and monitor existing food safety risks in the area; update information on food safety risks in the new situation. Strengthen local testing capacity, maintain food safety warning information activities.

Inspection and examination work: strengthen inter-sectoral coordination, inspection, examination, and supervision of compliance with regulations on food safety assurance activities of food production and trading establishments in the City; conduct surprise inspections and examinations. Resolutely handle and suspend operations of establishments that do not ensure food safety conditions, establishments without a Certificate of food safety eligibility, and publicize violations and results of handling violations.

Responding to food poisoning: The leaders of the People's Committees of districts, towns, communes, wards and towns are the ones in charge of directing the comprehensive implementation of activities to handle and overcome the consequences of food poisoning in the management area. Local health units are responsible for implementing professional activities to overcome the consequences. Organize admission, emergency care and treatment for all people with food poisoning. Coordinate with the police, forensics, relevant departments and branches to investigate the cause and resolve according to regulations.

The City assigned the Hanoi Department of Health to strengthen the implementation of food safety incidents prevention, containment and remediation, especially the prevention of food safety risks. Promptly correct limitations and shortcomings; regularly urge and inspect the implementation of this work in localities, especially in key areas. Prepare plans, solutions, standing forces, vehicles, medicines, supplies, chemicals; train and instruct professional forces to proactively provide emergency aid and treatment, investigate, handle and minimize the impact when food safety incidents occur, ensuring the best health and lives of people when food safety incidents occur.

The People's Committees of districts, towns and cities are responsible for managing and handling violations of food safety laws in their localities. Directing the strengthening of the responsibility of local authorities in grasping the situation, inspecting and handling violations of food safety regulations for organizations and individuals producing and trading food, especially those in the catering and street food sectors; promptly handling and informing about incidents, risks and cases of food safety in the localities.

The City People's Committee requests to strengthen the information and propaganda work on food safety measures, gradually improve people's knowledge and practice of food safety. Proactively forecast and detect the first case of food poisoning early, handle it promptly, and prevent large-scale, mass food poisoning cases from occurring. Effectively apply preventive measures, gradually control and manage large-scale, mass food poisoning cases proactively and effectively. Mobilize the participation of departments, branches, organizations and the community in food poisoning prevention and control in the area. Improve the quality of human resources participating in food safety work. Ensure resources in terms of human resources, facilities, means, equipment, medicines and funding to proactively respond to situations when food poisoning occurs.
