On the morning of November 11, at the 12th thematic session of the 10th term Ho Chi Minh City People's Council, term 2021-2026, Mr. Bui Xuan Cuong, Vice Chairman of the City People's Committee, presented the latest report on promulgating regulations on criteria, subjects, conditions for enjoying preferential salary, wages, welfare regimes, and other preferential policies for leadership positions in public science and technology organizations and remuneration for performing scientific and technological tasks.
In this submission, Ho Chi Minh City maintains the salary and wage incentives for leadership positions in public science and technology organizations as previously proposed. However, the conditions for receiving these salaries have changed.

Specifically, the proposed monthly salary and wages for the heads of public science and technology organizations established by the Ho Chi Minh City People's Committee are 60 million VND, 80 million VND, 100 million VND and 120 million VND.
Monthly salaries and wages for deputy heads of public science and technology organizations established by the Ho Chi Minh City People's Committee are 50 million VND, 65 million VND, 85 million VND and 100 million VND.
Heads of departments, offices, laboratories, and units under public science and technology organizations established by the Ho Chi Minh City People's Committee are proposed to receive salaries of 40 million VND, 50 million VND, 65 million VND, and 80 million VND.
Deputy heads of departments, offices, laboratories, and units under public science and technology organizations established by the Ho Chi Minh City People's Committee are proposed to receive 30 million VND, 40 million VND, 50 million VND, and 60 million VND.
Those who receive the above preferential salary are considered for a 10% increase in the corresponding preferential salary once a year, based on the results of the annual performance evaluation. They are also awarded 2 months' salary if they are assessed to have completed their tasks excellently at the end of the year; 1 month's preferential salary if they are assessed to have completed their tasks well at the end of the year.

To be eligible for the highest salary for a head or deputy head, the beneficiary must have 12 years or more of experience in the prescribed field and meet one of the following conditions.
The person receiving the preferential salary has presided over at least 4 national-level science and technology tasks or 8 ministerial-level and provincial-level tasks that have been accepted as "passed" or higher.
This person is the main author of 8 works published in scientific journals in the WoS database (short for Web of Science, which is citation data of world scientific journals selected and managed by Clarivate Analytics, USA).
A person receiving preferential salary is the author of at least 3 inventions or 6 utility solutions or the author of at least 3 protection certificates for plant varieties; the author of at least 3 protection certificates for semiconductor integrated circuit layout designs.
This person has carried out 4 research and development studies, pilot production, technology transfer and product commercialization.
The Ho Chi Minh City People's Committee has determined new preferential policies to be applied to priority sectors of Ho Chi Minh City. Specifically, these sectors are the fields of research and development of mechanisms and policies to serve development, along with a list of sectors in the technology sector including:
Biotechnology: Hybrid technology, seed production in agriculture; new generation technology in handling, processing, preserving agricultural products; stem cell technology; new generation microbiological technology; pharmaceutical technology; technology for manufacturing antibacterial and antiviral equipment and materials used in medicine; pharmaceutical technology, biomedical materials, prosthetics, high-tech medical equipment.
Research on building mechanisms and policies to serve the development of Ho Chi Minh City.
