Teacher support plan

To attract teachers to teach fine arts, music, physical education, information technology, and English at the elementary level, the Ho Chi Minh City Department of Education and Training is in the process of developing and consulting with districts, towns, and public elementary schools on a draft policy to support teachers. This draft aims to motivate recruitment in the first years, helping teachers stabilize their salaries, apply to become teachers, and not quit their jobs.

The draft policy content to attract teachers of fine arts, music, physical education, information technology, and English offers the following support options:

Newly recruited teachers in the first year are 50 million VND/year, including:

  • Support for living and housing expenses: 25 million VND/year;
  • Vehicle and travel support: 5 million VND/year;
  • Support for encouragement: 15 million VND/year;
  • Support for self-study and research: 5 million VND/year.

This support level is only applied once for a person when they are first recruited. Subsequent recruitments at other units will not receive this support.

Newly recruited teachers for the first time in the next 2 years are 40 million VND/year, including:

  • Support for living expenses and housing: 20 million VND/year
  • Transportation support: 5 million VND/year
  • Support and encouragement: 10 million VND/year
  • Support for self-study and research: 5 million VND/year

This support level is only applied once for a person when they are first recruited. Subsequent recruitments at other units will not receive this support.

Teachers who have been recruited and worked at the school for 3 years or more and new teachers recruited for the first time after the end of the first 3 years will receive a support level of 30 million VND/year.

  • Support for living expenses and housing: 15 million VND/year
  • Transportation support: 5 million VND/year
  • Support and encouragement: 5 million VND/year
  • Support for self-study and research: 5 million VND/year

The support level for teachers is implemented in 2 installments per year, paid at the end of December and the end of May each year; it does not apply to teachers who do not complete their tasks or are disciplined at the level of reprimand or higher.

Why support senior teachers?

According to the Department of Education and Training, the above support solution is not only for new teachers in the first 3 years of graduation but also for teachers with seniority so that teachers can wholeheartedly and permanently contribute to the education sector.

According to the Ho Chi Minh City Department of Education and Training, in the first 3 years, newly graduated teachers face many difficulties in getting used to the job, and worry about the financial burden, which can easily lead to discouragement and quitting the job. Support will help newly graduated teachers have the motivation to develop their talents and intelligence, strive to improve themselves, improve their ability to perform well the assigned tasks, contributing to improving the quality of teaching in schools.

However, the problem is that if after 3 years support for teachers is stopped, and old teachers do not have any benefits, there will be an unfair comparison with new teachers.

In order for old and new teachers to stabilize their mentality and be devoted to their work, the proposal to provide senior teachers and newly graduated teachers with support after the end of the first 3 years will create a great motivation for the entire team of teachers teaching art, music, physical education, information technology, and English at public elementary schools. This will also create a great influence for students when choosing their career, creating a great resource for the development of the city's education.

In addition, receiving the attention of the entire city's political system in caring for and developing education is a great source of spiritual encouragement for students, teachers of fine arts, music, physical education, information technology, and English at public elementary schools in particular and teachers in the city in general.

The Department of Education and Training also calculated and estimated the annual support budget for teachers in the above category at 181.8 billion VND/year from the state budget.

It is known that according to the roadmap, when the draft policy to attract teachers of fine arts, music, physical education, information technology, and English is completed, the Department of Education and Training will ask for opinions from departments and agencies and submit it to the Ho Chi Minh City People's Committee. After that, the Ho Chi Minh City People's Committee will present it to the People's Council in meetings and if approved, the People's Council will issue a resolution for implementation.
