Ho Chi Minh City announces routes eligible for sidewalk toll collection in January

At the press conference on the socio-economic situation on the afternoon of January 11, Mr. Ngo Hai Duong, Head of the Department of Road Traffic Infrastructure Exploitation of the Ho Chi Minh City Department of Transport, said that the main goal of implementing sidewalk and road toll collection in Ho Chi Minh City is to contribute to restoring order and urban beauty, and building Ho Chi Minh City.

At the same time, enhance the responsibility of organizations and individuals when temporarily using part of the roadway and sidewalk; ensure traffic order, effectively exploit the roadway and sidewalk, ensure publicity, transparency, and suitability with the characteristics of Ho Chi Minh City.

Mr. Ngo Hai Duong said that according to legal documents, the main function of roads and sidewalks is to serve traffic. In addition to the above functions, roads and sidewalks can only be used temporarily in part for purposes other than traffic (such as business, trading, parking) when the competent authority grants a license, approves the plan of use, and collects and pays usage fees according to regulations.

In September 2023, the Ho Chi Minh City People's Council issued a resolution on collecting fees for temporary use of roads and sidewalks (effective from January 1, 2024). The Ho Chi Minh City People's Committee plans to implement the resolution in December 2023.

To implement the plan, the HCM City Department of Transport advised the HCM City People's Committee to announce administrative procedures related to licensing the use of roads and sidewalks; issue documents guiding the implementation; announce the decision to assign the management of road infrastructure assets to the unit's centers and the People's Committees of some districts as a basis for implementation.

The Ho Chi Minh City Department of Transport has reviewed the list of routes eligible for garbage collection and organized paid on-street parking to get opinions from units and is expected to announce it in January 2024.

Districts are reviewing the list of roads eligible for temporary use of roadways and sidewalks for purposes other than traffic (parking 2-wheelers without collecting fees, trading goods, parking with fees, etc.), and are organizing to collect opinions from relevant units before publicly announcing, organizing licensing, and approving toll collection plans.

In addition, the Ho Chi Minh City Department of Transport is coordinating with relevant units to complete procedures to hire services to manage the licensing and temporary fee collection system for road and sidewalk use to deploy throughout the area (expected to be put into use in July 2024).

People agree to collect road and sidewalk fees

District 3 People's Committee informed that the locality has deployed wards to collect opinions from departments, agencies, organizations and people directly using sidewalks in the area. The results showed that more than 80% of opinions agreed with the sidewalk usage plans, according to the decision of the Ho Chi Minh City People's Committee.

District 3 People's Committee has developed a list of 36 roads with sidewalks that meet the conditions for business services and trading; free parking for two-wheeled vehicles; parking spots with fees; and transfer points for scrap and materials for construction projects.

District 5 People's Committee said that this locality plans to implement road and sidewalk fee collection on March 1. Through records, most local people agree with the fee collection to organize service business points, goods trading points and parking points with fee collection.

However, there are opinions that the fee for using part of the roadway and sidewalk for parking activities with a fee of 350,000 VND/ m2 /month on central roads is quite high compared to the regulations on parking fees.
