As scheduled, after the Lunar New Year, parking lots raced to operate, charging arbitrarily, up to 2-3 times higher than the regulations, causing outrage among the people.
Arbitrary increase in ticket prices
According to Giao thong Newspaper reporters, in the first days of the new year of At Ty, at Quan Thanh Temple, two parking lots appeared along the sidewalk, encroaching on the pedestrian walkway. Notably, the ticket price at these two parking lots was up to 10,000 VND, double the regulation, but the date, month, and year were not specified.
Motorbike parking at Quan Thanh Temple charges too much.
When the reporter asked, the ticket collector here said: "I am just a hired worker, collecting according to the owner's request."
Parking his car at Quan Thanh Temple on the 7th day of Tet, Mr. Nguyen Hung (Chuong My, Hanoi) said: "I arrived for more than an hour but the owner of the parking lot charged me 100,000 VND. Coming from the countryside, I was surprised by the price, but since I was going to the temple at the beginning of the year, I didn't want to argue."
Not far away, another motorbike parking lot also charges 10,000 VND/time, while the ticket shows 8,000 VND.
The same situation also appeared on Ngo Dinh Man Street near Bia Ba Pagoda (Ha Dong, Hanoi). There are dozens of spontaneous parking lots of households, charging parking fees of 10,000 - 20,000 VND for motorbikes and 50,000 VND for cars.
Mr. Nguyen Huy (Ha Dong, Hanoi) shared that on the second day of Tet, when he went to celebrate at Bia Ba, he couldn't find a parking spot so he left his car on the sidewalk in an area without a no parking sign. After about an hour, he and his friends went to get the car, and two men came out to collect the parking fee of 50,000 VND.
Wondering why no one came to guide or give him a ticket when he parked his car, the young man collecting the money said: "We own the whole route. If you want to go home, you have to pay." On the first day of the year, not wanting to encounter bad luck, Mr. Huy had to pay.
Will check and handle strictly
Speaking with Giao thong Newspaper, Mr. Cao Dinh Kim Anh, Captain of the Mobile Inspection Team, Hanoi Department of Transport, said: Currently, at many festival entertainment spots in the capital, functional forces such as traffic inspectors, traffic police, public order police, local authorities and police... are regularly on duty, organizing traffic guidance, checking and handling individuals and organizations that park their vehicles in violation of regulations.
The motorbike parking lot on the sidewalk at 27 Van Mieu charges too much, causing outrage.
The interdisciplinary team is checking conditions such as: Vehicle parking must be guaranteed in the license issued by the district; not exceeding the area; ensuring fire prevention and fighting and not collecting cash, must use ETC software as prescribed by the city.
"Parking lots are not allowed to charge more than the regulated price, causing frustration for people when going to temples and pagodas at the beginning of the year. At Quan Thanh Temple, a parking lot encroaching on the regulated area was fined when it exceeded 20m," said Mr. Kim Anh.
Mr. Tran Huu Bao, Deputy Director of Hanoi Department of Transport, said that Hanoi People's Committee has expanded the scope of cashless payment for parking. Currently, the city has over 100 parking lots using cashless payment.
Regarding the situation of applying cashless fees but parking lots still charging excessive prices, Mr. Bao emphasized: "The Hanoi Department of Transport will coordinate with the government and relevant departments to inspect and handle according to regulations."
Overcharge, report immediately to authorities
Currently, the detailed service fees are specifically regulated: Daytime and nighttime parking fees for bicycles are from 3,000 - 5,000 VND; motorbikes are from 5,000 - 8,000 VND/time; cars are from 30,000 - 50,000 VND/time.
In case of overcharging or other violations of the law, people can immediately contact the nearest authorities for support.
In the coming time, to ensure the rights of people participating in festivals and events in the city, Hanoi Police will continue to establish working groups to conduct regular or surprise inspections at vehicle parking lots throughout the city. At the same time, people are advised to only park their motorbikes and cars at places with publicly posted prices, and avoid spontaneous parking lots.
Associate Professor Dr. Nguyen Thi Thu Thuy, an urban traffic expert, said that the situation of "ripping off" customers at parking lots has been going on for many years, but it still happens every year.
"The government needs to consider and handle it seriously. Some parking lots argue that they spend a lot of money on parking lots. They can propose to the City People's Committee to adjust parking prices accordingly. The city cannot issue one price and charge another at the parking lot," said Ms. Thuy.
Mr. Tran Huu Bao, Deputy Director of the Hanoi Department of Transport, said that the city has just decided to continue implementing the second phase of cashless payment for parking services, expanding the scope of the pilot implementation. Accordingly, the pilot implementation of technology applications to search and pay for parking services without using cash will continue throughout the city until June 30, 2025.
