Europe
* Ukraine has proposed a “no-strike zone” for its and Russia’s energy infrastructure , in a new attempt by the Eastern European nation’s President Volodymyr Zelensky to find a peace solution. He said it could be a breakthrough to end the current period of bitter conflict, but he firmly rejected any deal that would trade peace for territory. (Financial Times)
* A "multipolar world order" is being formed , dynamic and irreversible, Russian President Vladimir Putin said at the opening ceremony of the BRICS summit in the Russian city of Kazan.
He also revealed that more than 30 countries have expressed their desire to join BRICS and the group will discuss the issue at the conference. (AFP)
* Russia welcomed the Ukraine peace initiative by China and Brazil as it was discussed during bilateral meetings on the sidelines of the BRICS forum in Kazan. (Reuters)
* Poland has demanded that Russia close its consulate in Poznan by early November and expel all diplomatic staff from the mission, accusing it of sabotage. Moscow has warned of a "painful" response to Warsaw's move. (Sputnik)
* The Finnish President visited Germany and met with the host country's Prime Minister Olaf Scholz to discuss diplomatic efforts to end conflicts in Ukraine and the Middle East. Mr. Stubb expressed hope that diplomatic efforts to resolve these conflicts will gain momentum in the coming weeks. (DW)

Asia-Pacific
* Seoul has accused North Korea of sending 3,000 soldiers to Russia to join the war in Ukraine, according to South Korean lawmakers. The soldiers are trained to operate drones and will go to Ukraine to fight, despite North Korea's claim that these are baseless and "reckless" speculations. (Reuters, KCNA)
* China has suspended consular services in Lebanon, including passport, visa and other services, from Oct. 23. The embassy will continue to process travel permits for Chinese citizens in Lebanon but did not specify when other services will resume. (Reuters)
* Japan and the US launched the large-scale military exercise Keen Sword with the participation of 45,000 soldiers, 40 warships and 370 aircraft.
The drills, which will take place across Japan and last until November 1, are aimed at improving combat interoperability, conducting joint air strikes and strengthening missile defense systems. (TASS)
* Malaysia has insisted that all negotiations, including the formulation of a Code of Conduct (COC), must comply with international law and the 1982 United Nations Convention on the Law of the Sea (UNCLOS). Malaysia and China recently held their first bilateral dialogue on the management of maritime issues in the South China Sea in Langkawi. (New Straits Times)

Middle East-Africa
* Israel has killed Hezbollah's Hashem Safieddine, seen as a potential successor to leader Hassan Nasrallah who was killed in an air strike on the southern suburbs of Beirut three weeks ago. Hezbollah has yet to confirm the reports of Safieddine's death. (AFP)
* German Foreign Minister Annalena Baerbock is in Beirut to seek a viable diplomatic solution with her American, European and Arab counterparts to protect the legitimate security interests of both Israel and Lebanon.
Meanwhile, Israel has begun attacks on Lebanon's historic port city of Tyre after the Israeli military warned residents in several southern areas of the city to evacuate. (Reuters)
* The Arab League issued a statement calling for sanctions against Israel in response to the war in the Gaza Strip against Palestinians, after concluding an emergency meeting of the bloc in Cairo, Egypt, to discuss ways and actions to end the conflict.
* US Secretary of State Antony Blinken called on Israel to end its military campaign in Gaza and shift to a sustainable strategic solution. During a visit to the Middle East and a working session in Tel Aviv on October 23, Mr. Blinken emphasized that Israel has achieved most of its strategic goals since the events of October 7, 2023. America
* Cuba has restored most of its national electricity system and is providing service to 70.89% of customers nationwide, after being affected by Hurricane Oscar. (Prensa Latina)
* The New York Times has published a letter to President Joe Biden, calling on him to reverse the tough policy towards Cuba of his predecessor Donald Trump, in the context of Cuba experiencing a serious energy crisis and the impact of Hurricane Oscar.
The letter stressed that the US embargo policy is harmful to the Cuban people, stating: "It is not too late to change this reality with a simple signature... Let Cuba live."
* The Brazilian Foreign Ministry strongly criticized the "harsh and unjustified" sanctions imposed by the US on Cuba over the past six decades, in the context of Cuba experiencing damage caused by Hurricane Oscar, including widespread power outages. Brazil also expressed solidarity with the Cuban government and people. (VNA)
