At approximately 4:00 p.m. on September 10, President of the United States of America Joseph R. Biden, Jr. and a delegation of senior officials landed at Noi Bai Airport, officially beginning a State visit to Vietnam at the invitation of General Secretary of the Central Committee of the Communist Party of Vietnam Nguyen Phu Trong.

Accompanying President Joe Biden are: Secretary of State Antony Blinken; US Ambassador to Vietnam Marc E. Knapper; National Security Advisor Jake Sullivan; Special Presidential Envoy for Climate John Kerry; Assistant to the President, Deputy National Security Advisor John Finer; Deputy Assistant to the President, Special Coordinator for the National Security Council Kurt Campbell; Assistant Secretary of State Daniel Kritenbrink; Special Advisor to the President, Senior Director of the National Security Council Mira Rapp-Hooper; Special Advisor to the President, Senior Director of the National Security Council Tarun Chhabra.

Welcoming the US President and his delegation at the airport were: Head of the Central External Relations Commission Le Hoai Trung; Chairman of the Hanoi People's Council Nguyen Ngoc Tuan; Vietnamese Ambassador to the US Nguyen Quoc Dung; Deputy Minister of Foreign Affairs Ha Kim Ngoc; Director of the State Protocol Department (Ministry of Foreign Affairs) Nguyen Viet Dung; and a number of officials of the Central External Relations Commission and the Ministry of Foreign Affairs.
The delegation accompanied the US President on his 2-day visit to Vietnam.
President Joe Biden's visit to Vietnam this time is a continuation of the visits to Vietnam by the heads of the White House, President Bill Clinton (in 2000), President George Bush (in 2006), President Obama (in 2016) and President Donald Trump (in 2017).

After 28 years of establishing diplomatic relations between Vietnam and the United States (1995-2023) and 10 years of implementing the Comprehensive Partnership (2013-2023), the relationship between the two countries has made great strides, developing deeply, substantially and comprehensively, at the bilateral, regional and international levels, contributing positively to peace, stability, cooperation and sustainable development in the region and the world.
The important foundation for the development of the Vietnam-US Comprehensive Partnership is that the two sides affirm fundamental principles, such as respect for independence, sovereignty, territorial integrity, political institutions, and equal and mutually beneficial cooperation, on the basis of international law and the United Nations Charter.
Vietnam consistently attaches importance to its relationship with the United States, considering the United States a partner of strategic importance. The United States highly values Vietnam's role in ASEAN, in the Asia-Pacific region, as well as in international forums and in efforts to respond to and address global challenges.
The United States values its relationship with Vietnam and affirms its support for a strong, independent and prosperous Vietnam, wishing to promote the development of bilateral relations on the basis of respect for each other's independence, sovereignty, territorial integrity and political institutions .
