Nam Dan District Social Policy Bank disburses capital to the poor at the Commune Transaction Point

Director of the Bank for Social Policies of Nam Dan District, Nguyen Si Hai, confided: Looking back over the past 20 years, the source of loans in Uncle Ho's hometown has continuously grown, increasingly meeting the borrowing needs of the poor and other policy beneficiaries in the area. The structure of capital growth has shifted from central capital to local capital, especially the significant increase in local budgets entrusted to the Bank for Social Policies since the implementation of Directive No. 40-CT/TW, demonstrating the attention and drastic participation of Party committees and authorities in implementing social policy credit programs.
By the end of March 2023, Nam Dan district had balanced the budget and transferred more than 2 billion VND to the district's Social Policy Bank, bringing the total capital to 515 billion VND by the end of March 31. Nam Dan district's Social Policy Bank effectively implemented 12 credit programs, meeting the urgent needs of the poor and policy beneficiaries for sustainable poverty reduction, economic development, local and national economic development.
For example, Ms. Ton Thi Vinh in Hamlet 5, Nam Thanh Commune. Previously, she was among the "top" poor households in the commune. Her family's economy had many difficulties. In 2015, she borrowed 30 million VND from poor households to invest in raising cows. By 2018, her family had escaped poverty and paid off all debts, gradually stabilizing and having a good income. By 2021, she boldly continued to borrow another 30 million VND to buy more cows to raise. Currently, her family has 4 cows worth nearly 130 million VND.
Mr. Pham Van Thanh in Hamlet 1, Nam Kim Commune, for many years, was a poor household "selling his face to the ground, selling his back to the sky" and could not support 6 members. With the spirit of rising up to escape poverty, to encourage his children's desire to study, he boldly borrowed 200 million VND from the policy loan capital for students to invest in his children's education. From 2012 to now, his 3 children have all passed the entrance exam and gone to university (the first 2 sisters studied at Hanoi Medical University, the younger brother studied at Vinh Technical Pedagogical University). Up to now, the first sister works at Bach Mai Hospital in Hanoi, the second sister works at Hanoi Heart Hospital, the youngest brother has just gone to work in Japan. His family's life has therefore gradually improved with the help of his children.
During 20 years of implementing policy credit according to Decree No. 78/2002/ND-CP dated October 4, 2002 of the Government, Nam Dan district has focused credit resources through the Social Policy Bank to lend to 60,906 poor households and other policy beneficiaries, reaching 1,515 billion VND, with debt collection turnover reaching 998 billion VND. 100% of communes and towns in the district have created conditions for the poor and policy beneficiaries to access policy credit capital in a timely manner, helping 22,303 poor households to borrow capital, contributing to helping over 15,830 households escape poverty, attracting and creating jobs for over 10,000 workers, helping 10,903 students in difficult circumstances to borrow capital for their studies, supporting the construction and renovation of 13,225 clean water and environmental sanitation works in rural areas, supporting the construction and repair of 508 houses for poor households...
"With the results achieved over the past 20 years, the District Party Committee, People's Council, and People's Committee of Nam Dan district have successfully implemented the goals and plans on poverty reduction, job creation, new rural construction, ensuring social security, economic recovery and development, especially in the context of the Covid-19 pandemic," said Vice Chairman of the District People's Committee Vuong Hong Thai.
Policy credit capital has contributed to reducing the poverty rate in the district by the end of 2021 to 1.09%, and the lives of people, especially the poor, have increasingly improved.
Economic breakthrough fulcrum
The direction of the locality is clearly recognized by the People's Credit Fund of Nam Dan district, thereby integrating credit capital to breathe new life into the development of this model.
Typically, the family of Mr. Nguyen Tat Anh and Ms. Nguyen Thi Ly in Xuan Thanh hamlet, Nam Xuan commune, Nam Dan district are both members of the farmers' association.
Through the Savings and Loan Group of the Farmers’ Association of Nam Xuan Commune, they were able to borrow 50 million VND in policy capital, and together with their family’s savings, they invested in machinery and equipment to produce Banh Nhan and cassava starch according to OCOP standards. The family’s products are all consumed and consumers highly appreciate their quality.

"The effective implementation of important policy credit programs in implementing the National Target Program on sustainable poverty reduction, ensuring social security, creating jobs, building new rural areas, stabilizing politics, social order, promoting socio-economic development according to the orientation of each period of the District Party Committee, People's Council, and People's Committee; contributing to the implementation of the goals of economic restructuring, restoring craft villages, developing and expanding OCOP products and services in the area", said Vice Chairman of the district Vuong Hong Thai.
Policy capital has contributed to raising the average income per capita from 11.3 million VND/person in 2002 to 57 million VND/person in 2022 (an increase of more than 5 times compared to 2002).
These achievements are increasingly evident in the district's economic picture, especially these days, Nam Dan people are bustling with joy when Nghe An province recognized Nam Dan as having more communes meeting the model new rural standards, including: Nam Anh, Nam Cat, Nam Nghia, Nam Giang. Up to now, Nam Dan has 9 communes meeting the advanced new rural standards, accounting for 50%, 5 communes meeting the model new rural standards, accounting for 27.78%. Nam Dan's path to the new rural finish line is more favorable when there is currently 483 billion VND of policy credit capital being lent to the poor and policy beneficiaries to develop the economy, improve their quality of life and income.
The Provincial Party Committee, People's Council and People's Committee of Nghe An province need to give more priority to entrusting capital for loans through the Vietnam Bank for Social Policies to accelerate the economic restructuring with tourism as the key area for development, continue to restructure to develop towards ecological and organic agriculture, applying high technology and linking with tourism to make Nam Dan a high-income district with a culture bearing the unique identity of the district - the homeland of beloved Uncle Ho by 2030.
